Responsible for specific components of the Educational and General budget (including Personnel) as well as certain Auxiliary Operations. This is accomplished by preparing detailed salary and benefit projections, monitoring and reviewing ongoing personnel activity by detailed tracking of personnel movement for all components, analysis of current and past financial history, and development of detailed revenue, personnel, operating, and capital budgets for specific Independent Operations and Auxiliary Operations.   • Maintain and administer Position Budget Management ( PBM ) in relation to faculty/staff complement control, modeling, monitoring, and reporting. This correlates with the preparation of the Education and General (E&G) and Auxiliary salary and benefits budgets for original and monthly projections.
  • Maintain tracking of vacancies as well as their financial impact, to assist the Vacancy Management Committee ( VMC ) decision-making process.
  • Prepare salary quotes as requested to ensure a common practice in projecting costs for personnel.
  • Project Auxiliary Operations Budgets for Housing, Student Center, and Dining.
  • Project specific Independent Operations Budgets.
  • Assist the Assistant Budget Director in the preparation, compilation, and submission of the Comprehensive Planning Process ( CPP ) in correlation with the PASSHE office.
  • Act as a backup for posting budget transfer requests and pre-posted transfers.
  • Assist the Assistant Budget Director in the preparation of the General Fee package for submission to the VPFA and finally to COT for approval.
  • Prepare reporting on Faculty Salary Pools to inform Academic Affairs of budget performance.
  • Assist in review of educational and general funds center budgets and reports to the appropriate management of any budget deficits.
  • Serve as the primary contact for the campus community with respect to research and resolution of suspect financial transactions that impact Budget Office activities.
  • Responsible for appropriate chargebacks and invoicing of dual employments.
  • Create and modify the SAP -FI chart of accounts master data including funds, fund centers, cost centers, internal orders, and necessary Banner crosswalk tables.
  • Responsible for certain SAP -FI and BI security, assigning appropriate roles and customizing reports as appropriate for new users.
  • Assist in the training of financial managers and their representatives on SAP -FI, BI, and certain web reports available via Hyperion on the web or Argos.
  • Prepare various financial reports as needed.
  • Participate in the mandatory Budget Office program review process.
  • Assist with the year-end closing process.
  • All other duties as assigned.
Required Qualifications
  • Bachelor's degree in a business-related field OR at least 2 years of full-time experience in Financial Analysis or Accounting.
  • Analytical skills involving financial information.
  • Knowledge of Accounting/bookkeeping principles.
  • Experience in financial statement preparation.
  • Current knowledge of and experience with automated budget and/or accounting systems.
  • Excellent oral, written, interpersonal communication skills.
  • Proficiency in Microsoft Office including Word, Excel, PowerPoint, and Outlook. (emphasis on Excel).
  • Evidence of a commitment to diversity, equity, and inclusion.

  • Successful completion of three background checks.
Preferred Qualifications
  • Prior experience in Higher Education and/or fund accounting.
  • Prior professional work experience in a financial administration office.
  • Prior experience using specific systems (Banner, SAP , Hyperion/BI, Argos, etc.).
  • Payroll/salary and benefits monitoring.
Essential Functions
