Job Summary Reporting to the Assistant Budget Director for Operations, the Budget Analyst will provide primary operational support to the Office of Budget and Financial Planning {OBFP) as the first point of contact for the department. The Budget Analyst will answer questions related to funding levels, procedures, Banner Finance, COGNOS, and provide direction to University staff and faculty. The Budget Analyst will work closely with other members of the OBFP team to assist with position control management, as well as, prepare, monitor, analyze, project, report, and close-out the fiscal year's operating budget. The Budget Analyst will analyze past, present, and future trends to predict future financial performance, as well as, perform financial and budget reconciliations. The Budget Analyst will be responsible for consistent evaluations of current processes and systems, while recommending appropriate changes to best practices, and work on budget issues, which may include reviewing, researching, and recommending alternative budget strategies Required Qualifications The successful candidate will be able to demonstrate proficient knowledge of budget and planning methodologies; conduct complex financial analyses involving reconciliations and preparing detailed reports; coordinate budget formulation with agency objectives and negotiate problem areas; demonstrate effective oral and written communication skills; respond accurately and quickly to requests for information or financial analyses under strict deadlines; prioritize and work on multiple projects; learn Virginia's higher education budget and finance policies, procedures and systems; understand Virginia's legislative process; understand of fund accounting. Must be proficient with Microsoft Excel, PowerPoint, and Word. Must be able to work independently and as part of a team. Must possess effective written and oral communication skills. Additional Considerations Responsible level of experience in higher education finance or related fields involving budget or financial analyses; familiarity with public policies affecting state colleges and universities; knowledge of or capacity to learn the Commonwealth's Performance Budgeting System, Cognos Query Studio, and Ellucian Banner Administrative; and experience in preparing financial forecasts in large complex organizations. Aptitude to work with pivot tables and core functions in an integrated accounting system such as Banner.
