POSTING DATE: 10/16/2024

SALARY RANGE: $86,975.00 - $149,519.00 Annually

BACKGROUND CHECK: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION: All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

CLASS DESCRIPTION

The Baltimore City Office of Information and Technology (BCIT) is seeking a Budget and Contracts Manager - Broadband and Digital Equity (BDE). The Contract and Budget Manager oversees all aspects of the budgets for the Office of Broadband and Digital Equity (BDE). The Contract and Budget Manager coordinates and manages all vendor contracts from the initial RFI, to RFP, and through the procurement, compliance, and renewal processes for BDE. The Contract and Budget Manager also streamlines and manages all BDE-related contract and budget related activities. As one of BCIT's leaders, this individual will be expected to:

* Utilize expertise to continuously improve BCIT as a whole and better serve the City of Baltimore community.

* Consistently work to streamline, increase efficiency, and provide frictionless interactions for our customers.

ESSENTIAL FUNCTIONS

* Coordinate and manage all vendor contracts.

* Track contracts from initial vendor discussions and negotiations, through procurement, compliance monitoring, and contract renewal.

* Process invoices for payment.

* Manage all purchasing details, including RFI's, RFPs, PSAs, other formal bids, general quotes, contract invoicing, etc.

* Liaise with Law Department, Finance Department, and other agencies as necessary to implement vendor contracts.

* Report on contract implementation status, contract changes, and contract renewals as required.

* Reconcile budget to actual reports and provide reports to management monthly.

* Track all purchase orders for the Office of Broadband and Digital Equity

* Analyze a variety of financial information and provide recommendations to senior leadership regarding current rate of spend, outstanding encumbrances, and overall financial risk mitigation.

* Monitor BDE budget allocations, expenditures, fund balances to ensure budgetary conformance.

* Responds to a wide variety of inquiries of staff, leadership, and outside vendors for the purpose of resolving problems and providing information.

* Provide general leadership, guidance, and support to relative team members to collaborate, give feedback, develop plans, and reach team and individual goals.

* Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrate respect for others.

* Perform other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor's degree in related field from an accredited college or university.

AND

EXPERIENCE: Have five years' experience with contracts, public sector purchasing rules, RFP's, invoicing, budgeting, and vendor relationships.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

* Knowledge of public sector budget processes.
