Budget Director, College of Veterinary Medicine: UT Institute of Agriculture
The College of Veterinary Medicine and the UT Institute of Agriculture invites applicants to apply for the position of Budget Director. The Budget Director serves as the Chief Financial Officer for the College of Veterinary Medicine (CVM) and the Veterinary Medical Center (VMC), which includes 3 large academic departments, a complex teaching hospital facility, the Office of Research and Graduate Studies, the Office of Academic and Student Affairs, and the Office of Outreach and Global Engagement. The Budget Director oversees and is responsible for the financial activities of the CVM and VMC, to include fiscal planning and management, fiscal policy compliance, and financial reporting. The position directly supervises two staff members and indirectly supervises one other staff member, while providing direction to all financial staff of the CVM and VMC.
Typical Responsibilities:
Directs CVM/VMC budget of $73M (FY24), including CVM direct funding line of state appropriation funds ($33M in FY24) (which also includes $580k in Center of Excellence restricted funds), direct CVM tuition ($14M), Hospital-generated income ($23M), F&A returns, and other miscellaneous income. Directs and oversees the CVM and hospital operating and salary budgets for adherence to yearly budget plan, including strategic planning, budget development, reporting, monitoring, revisions, and projections. Allocates budget funds to CVM departments and hospital. Directs budget events to capture college and departmental information with dean, other CVM executives, and business managers. Forecasts and plans for future financial and budgetary needs. Oversees entity-level business operations, fund balance transfers to other entities (primarily other UTIA and UTK entities) and between fund groups, entity fiscal-year end processes, cost sharing, and the CVM faculty incentive plan. Counsels CVM/VMC executives on financial matters. Oversees allocation of merit funds/salary increases provided by state appropriations to CVM. Transfers funds for capital projects from reserves, gifts, etc. within CVM and within all UTIA entities. Monitors and oversees the CVM reserve funds. Serves as a liaison to the Sponsored Projects Accounting office, Office of Sponsored Programs, UTK Office of Budget and Finance, Controller, Payroll, and other University Offices. Approve establishment of accounts/chart of accounts information.
Holds institution signatory authority for all CVM/VMC contracts at the entity level. Approve Non-Competitive Justifications (NCJs) for sole source purchases outside of policy. Review Outside Interest Disclosure forms with identified conflicts of interest and work with appropriate University offices on resolving/managing the conflicts. Provides entity-level prior entertainment approval for requests of $1000 or more. Approves requests to travel internationally and approves any exceptions to travel policy. Approves other exceptions to fiscal policy where permitted by University Policy.
Provides interpretation of University fiscal policy, provides guidance for following policy, and identifies resolutions to issues involving policy. Creates standard operating procedures for CVM to ensure fiscal compliance. Communicates standard operating procedures to departmental financial personnel and to the CVM Executive Committee.
Identifies available funding for Proposed budget activities. Prepares the Proposed, Revised, and Probable budget reports, the State Appropriations Requests, the AAVMC Institutional Data Report, College Accreditation Reports, and other ad hoc reports as requested by the Dean, other CVM executives, Institute of Agriculture executives, and University of Tennessee System offices.
Knowledge, Skills, and Abilities Needed:
Position requires an ability to work in a detail-oriented, flexible, multi-task environment, with an ability to self-initiate goals and network with a variety of people. Must have the ability to work with limited supervision, to appropriately prioritize tasks, and to handle confidential information. Must display self-discipline, and have the ability to seamlessly interact with multiple faculty and staff. Must exercise sound, balanced judgment in decision-making. Position requires strong office computer and business accounting skills, excellent oral and written communications skills, an ability to adapt policies and procedures to new situations, strong interpersonal communications skills, and an ability to operate effectively in an interdisciplinary setting. Position also requires an ability to provide work direction and supervise staff.
Minimum Qualifications:
Bachelor's degree in business administration, accounting, or related field with six years of budget/finance/accounting experience or equivalent combination of education and experience.
Preferred Qualifications:
Master's Degree in Accounting, Business Administration, or Strategic Leadership and related experience in a university setting preferred. Supervisory experience preferred. Experience in a hospital setting preferred.
