Budget Director

JOB DESCRIPTION SUMMARY

The Budget Director is responsible for providing leadership in the interpretation and administration of laws, rules, policies, and procedures governing the University budget and use of funds. Plans, develops, and manages the operational budgets to meet the university's strategic plans. Coordinates and monitors the planning, resource allocation, and budget development processes as described in the planning and budget schedule. Monitors and reports on a regular basis concerning the performance of budgetary units in the context of decentralized budget management policies and procedures. Conduct workshops related to training and education in budget management and control. Prepares and submits reports to the Board of Governors (BOG) and the Board of Trustees. This position reports to the Controller.

JOB DESCRIPTION

RESPONSIBILITIES:

* Interprets policies related to budget preparation and planning, operating procedures and reporting and all resource allocation matters from BOG policies.

* Develop guidelines for the preparation of the University's Legislative request and Annual Operating Budgets.

* Develops policies and procedures related to improving budget management and resource allocations for consideration by the university administration.

* Creates and disseminates monthly and annual budget to actual reports and analysis to the University community and to management in ways that contribute to effective decision-making. Produces other ad-hoc reports as required.

* Participates in the Operating Budget, Salary Category Detail and Expenditure Analysis files to the Board of Governors.

* Interacts with all divisional budget officers, departmental budget managers of the university, the BOG staff, and the other SUS budget staff members on budgetary issues.

* Prepares long-range projections and analyses of personnel and resource requirements. (5-10 years)

* Oversees Position Budgeting and maintains accuracy in conjunction with Human Resources.

* Oversees the Budget Analyst.

KNOWLEDGE, SKILLS, AND ABILITIES:

* Possess keen analytical abilities and proven ability to identify, define, analyze, and resolve complex problems with exceptional attention to detail and ability to produce best results consistently.

* Knowledge of State University System (SUS) policies and procedures related to operating budgets.

* Strong skills and proficiency with spreadsheet and financial systems such as MS Excel, power point and people soft.

* Proven ability to convey complex budget information in a concise and easily understood manner to a wide range of constituencies

* Ability to handle multiple competing assignments, work under pressure and meet deadlines.

* Ability to work collaboratively with multiple departments, the BOG, and the BOT.

* Strong interpersonal/customer service skills.

MINIMUM QUALIFICATIONS:

* Bachelor's degree in Accounting, Finance, Management or Business Administration

* Seven years of accounting experience.

* In lieu of a degree, any appropriate combination of relevant education, experience, and/or certifications may be considered.

PREFERRED QUALIFICATIONS:

* Experience working in Higher Education environment.

* Experience in fund accounting.

* Experience in Workday and Banner.

REQUIRED LICENSES, CERTIFICATIONS, AND/OR OTHER SPECIFIC REQUIREMENTS OF LAW:

* Must possess a valid driver's license.

* This position requires a criminal background check, which may include a Level II screening as required by Florida Statute 435.04.

* This position is subject to federal and state privacy regulations.

NORMAL WORK SCHEDULE: This position is salary exempt. The normal work schedule is Monday - Friday, 8:00 a.m.-5:00 p.m.; however, occasional overtime (weekends and evenings) may be required. Travel between campus locations may be required. Remote and/or flexible schedules are available when approved. In no case is full remote available.

TARGET HIRING SALARY: $91,000 - $99,000, commensurate with experience.
