Nestled just minutes away from Washington, DC, Prince George's County combines urban vibrancy with serene surroundings, offering an ideal setting to live, work, and enjoy life.We are Prince George's Proud!The Prince George's County Office of Central Services is currently seeking qualified applicants to fill a Budget Management Analyst I/II, grade G18/G21, in the Capital Improvement Project (CIP) Unit.About the PositionThis is entry-level professional and administrative work assisting with performing the full range of capital budgeting and financing duties and responsibilities concerning the CIP Unit. Responsibilities also include coordinating CIP project and funding plan development and providing financial oversight for approved capital projects. Completed work is reviewed and evaluated for accuracy and analytical soundness in relation to established policies and other requirements. Upon the satisfactory completion of a probationary period, entry level Budget Management Analyst I incumbents will be non-competitively promoted to the II performance level.About the AgencyThe Office of Central Services administers centralized support services for the County Government, including facilities operation and management, contract administration and procurement, fleet management, real estate, construction, administrative services and small, local, and minority business development.Key Responsibilities:Assists in creating fund reservations for CIP and Facilities Operation and Management (FOM) Division projects.Creates monthly reports on all the CIP/FOM related projects on the fund availability.Assists with yearly purchase order funding roll-over activities.Coordinates with all partner agencies to determine CIP funding for projects.Processes CIP/FOM invoices and tracks payments.Creates and maintains monthly purchase order reports with fund reservation numbers for various project numbers.Assists in developing yearly budget requirements.Assists in quarterly audit reports for every CIP and FOM project on fund availability and reconciliation.Coordinates with Office of Finance and Office of Management and Budget (OMB) for any journal entries and final payment packages.Coordinates with CIP team on the On-Going On-Call Contracts Invoices and Tracking Payment Dates.Maintains FOM time and material contract duration, expiry. Coordinates with FOM and Office of Procurement (OOP) for extensions or for new contracts.Assists with tracking and maintaining FOM annual budgets and spending patterns for overlapping projects.Assists with purchase order issuance and SAP entries.Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.Minimum Qualifications:Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field. An equivalent combination of relevant education and experience will be considered.Preferred Qualifications:Previous experience working in the government sector developing and preparing budgets for departments, divisions and sections.Knowledge of SAP and Microsoft Office applications.Planning and conducting research; writing and editing management and analytical reports and budget material and speaking before groups.Experience in Construction AIA billing, Change Order billing, construction accounts receivables and payables.Five (5) years of experience working within a Construction Accounts department.Experience in creating and tracking Purchase Orders.Tracking contract expiry dates and working with CIP team on Contract extension process.Detail-oriented with the ability to create reports on CIP Projects.Experience in reviewing construction Schedule of Values against the monthly invoices submitted by the General Contractor.EACH APPLICATION MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.Job Location: 1400 McCormick Drive, Largo, MD 20774Conditions of Employment: Upon selection, the candidate must:Meet all training and performance standards and demonstrate proficiency as required by the agency.Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies.
