Advanced analysis and development of City budgets, budget amendments, performance measures/key performance indicators, goals and objectives. Work with various to departments to resolve budget and funding issues and respond to budget and financial requests. Perform oversight functions by inputting data into the city's budget software system, compiling reports and presenting data.ESSENTIAL DUTIES
  • Works closely with the Compliance Accountant to initiate, develop and review fiscal policies;
  • Gather information and identify areas of programs and policies and make recommendations or resolutions to improve the City's budget and budget process.
  • Independent thinker with a strong work ethic and internal motivation. Maintains technical knowledge by attending educational workshops; reviewing publications and contributes to team effort by accomplishing related tasks as needed;
  • Lead the development, coordinate, and provide support with executive staff and various department on the annual budget process;
  • Provide assistance and direction to internal departments to resolve budget and funding issues;
  • Oversee all budget transfers and amendments with an explanation for the transfer or amendment;
  • Create, implement, and analyze departmental key performance indicators, performance measures, goals and objectives, statistical data, charts, graphs, strategic plans, and any other analysis as needed for the completion of the annual budget document.
  • Oversee, coordinate, and provide analysis of strategic plans with key performance indicators and the goals and objectives;
  • Develop and prepare the City's annual budgets for submission to the Government Finance Officers Association (GFOA) Distinguished Budget award;
  • Assists with the creation and implementation of all City budgets to include capital improvement projects and capital assets;
  • Oversee all budgets, prepare monthly analysis of budget to actuals, and works with the Compliance Accountant in submitting these reports to the Controller monthly;
  • Supervises budget projects and budget requests for completeness, accuracy and conformance with procedures, regulations and policies;
  • Attends all budget meetings, hearings, and City Council meetings in the development, award and approval of the annual budget.
  • Performs other duties as assigned.

  • Strong technical aptitude with various software applications in order to handle data from multiple sources, primarily Excel and Outlook.
  • Ability to multi-task in a high volume fast-paced environment.
  • Ability to work independently and follow up on issues.
  • Problem-solving skills, with attention to details and accuracy is required.
  • Strong time management and communication skills.
  • Effective verbal and written communication skills.

REQUIRED EDUCATION, CERTIFICATIONS, LICENSES & EXPERIENCE
  • Requires Bachelor's degree in Accounting, Finance, or a field directly related to the type of work being performed.
  • Master's degree in Accounting, Finance, Public Administration, or a field directly related to the type of work being performed is preferred.
  • Ability to type 30 wpm and 10-key touch.
  • A minimum of five (5) years of verifiable professional experience in governmental accounting, or finance in public/municipal organizations including 2 years of supervisory experience is required.
