Summary About the Position: Serve as the Budget Officer and Branch Chief for the Resource Management Branch, Executive Business Operations Division, Office of the Chief of Staff of the Army (CSA), Arlington, Virgina. Responsibilities Define objectives, interpret policy promulgated by authority's senior to the immediate supervisor, and determine their effect on program needs. Provide interface and support between the customers and industrial partners to enable appropriate system sustainment. Review, analyze, and interpret legislation, appropriation language, Office of Management and Budget (OMB) directives, and Department of Defense (DoD) guidelines, Defense Finance and Accounting Service (DFAS), and Army instructions and regulations. Recommend necessary changes and revisions to guidance and recommends re-distribution/re-programming of funding based upon concise statistical analyses. Develop cost-benefit analyses of proposed budgetary and program actions. Supervise, manage, develop, and direct the work of a civilian subordinate staff. Provide briefings, updates, advice, and recommendations on all budgetary aspects to program and senior management officials. Prepare formal budget forecasts and reports. Specialized experience: One year of specialized experience which includes analyzing/advising on all phases of budget, such as planning, formulation, justification, presentation, execution, and/or review of an organization's fiscal program and budget; developing resource (manpower and funding) guidance such as organizational priorities, recommending distribution of constrained resources, and/or performing continuous review and analysis of the utilization of resources; managing internal controls, financial business practices and/or systems for regulatory compliance; coordinating budgetary actions for assigned programs across agencies and/or departments. This definition of specialized experience is typical of work performed the next lower grade/level position in the federal service GS-13. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification & Presentation Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Supervisory Positions: One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
