Job Description:

The Ohio Department of Development is hiring for a Budget Officer! This position will be responsible for the development, implementation, and management of a portion of Development's biennial operating budget. Additionally, this role will also have the opportunity to develop and implement tools for analyzing the budget, including historic spending and forecasting future use, following budget changes related to change in policy, and additional budget management tasks. This position will be the perfect fit for applicants who have experience with government budgeting and are looking to grow their skills and experiences.

Duties will include:

Works collaboratively with the CFO, Asst. CFO and colleagues in the Finance Division to research, analyze, project/formulate and adjust and monitor allocations (e.g., revenue projection, fund distribution, cost allocations, budget balances) and monitors spending patterns to prevent deficits and recommend approval/disapproval of proposed expenditures and/or budget adjustments.

* Plans and implements the capital/operating budget:

* Administers the internal budget development process

* Assists in projecting revenues based on prior year analysis

* Adjusts budget plans to meet available appropriation authority and cash balances (e.g., cost reductions)

* Drafts program narratives for the capital/operating budget

* Researches and estimates fund revenues and disbursements for budgetary and cash management purposes

* Projects agency fund revenues, expenditures (e.g., payroll and recipient costs) and cash balances for budgetary and planning purposes

* Completes required budget tables pursuant to budget guidelines

* Plans and implements agency office/section/division budgets

* Plans and implements allotments

* Plans and implements capital/operating appropriations and reappropriations

* Reviews and completes budget changes and adjustments to meet current capital/operating situation (e.g., midcourse changes of priorities).

* Reviews and processed division disbursement requests as needed

* Bachelor's degree in Finance, Accounting, Business Administration, Public Administration or related course of study OR equivalent work experience in Finance or Accounting.

* Working knowledge of the State's budgeting processes and procedures, including appropriation line items and fund accounting related concepts. Extensive experience in budgeting, accounting and fiscal planning and control.

* Previous experience in working with State agency fiscal applications, including the use of OAKS and Cognos-based data reports.

* Excellent written, verbal and interpersonal communication skills with ability to translate accounting concepts into strategic management advice and counsel.

* Excellent analytical and prioritization skills. Computer proficiency in use of the MS office suite, primarily Excel, Word and Outlook required.
