This position is responsible for the development, implementation, and day-to-day administration of the agency's operating and capital budgets. The incumbent provides ongoing monitoring and analysis, periodic budget performance reporting for the agency's management team, and conducts special studies and analyses related to management of the budget and long-range financial planning. Provides analytical assistance and problem-solving support to the agency. This position provides leadership for various state budget requirements, including development of state funding requests, preparation of the six-year revenue forecast for agency, tracking budget amendments through legislation, and preparation of other analyses and reports as required by various state entities.Minimum QualificationsKnowledge and experience with program budget planning, development, evaluation and execution.Knowledge and experience with governmental budgeting to include general and non-general funds.Significant experience with capital budgets and monitoring.Considerable knowledge of financial, accounting and auditing functions, state and federal laws and regulations regarding financial operations, business processes and reporting requirements.Knowledge and expertise of the Department of Accounts (DOA) Commonwealth Accounting Policies and Procedures (CAPP)Knowledge and experience in developing budget decision packages, forecasting revenue and determining fiscal impacts to the agency.Considerable experience and skills in the use of personal computers, business software, and financial management systems.Additional ConsiderationsKnowledge of Commonwealth of Virginia budget policies, procedures and financial management and related state laws is strongly desired.Knowledge of the Virginia Department of Treasury's Master Equipment Leasing Program (MELP).Knowledge and expertise in the Department of Accounts CAPP Topics, Fixed Asset Accounting and Control System (FAACS) and Agency Risk Management and Internal Control Standards (ARMICS)Special InstructionsYou will be provided a confirmation of receipt when your application and/or rsum is submitted successfully.
