This position is responsible for the implementation and management of the County's policies related to budgeting, purchasing, procurement, and contracts, and requires knowledge and the ability to understand and apply federal, state, and local laws, policies, procedures and practices. This position reports to the Director of Fiscal Operations and works closely with all County departments to support the County's budgeting, purchasing, and contract activities. Examples of Duties Budgeting: Assist with the development and implementation of the County annual operating budget as approved by the Board.Review department budgets and monitor purchasing activity. Review payables to ensure proper general ledger codes are used and to verify that all applicable policies have been followed. Analyze budgets and administrative issues and prepare reports and recommendations for action. Coordinate with departments to address budgetary issues as required.Procurement and Contract Support: Work with staff to develop a budget, calendar of events, and scope of work to meet project goals and requirements and determine the most appropriate procurement method to achieve objectives in compliance with applicable laws, policies, procedures and practices. Draft and publish procurement documents, legal advertising, addendums, proposal openings, scoring computations, posting of awards, legal approval sand agenda items. Establish tracking milestones, prepare contracts using approved templates and task orders, coordinate pre-bid and pre-construction activities, and other activities as may be required to successfully complete the procurement or contract cycle. Maintain procurement and contract templates current and electronically (i.e., RFP, ITB, RFQ, STAC, Contract, etc.) to streamline procurement and contract tasks. Recommend and develop other templates or streamlining efforts as needed. Centralized Files and Databases: Develop and maintain a centralized database and files of all procurements, grants and contracts documents, including preferred vendor lists. Non-Competitive Procurement Support: Develop and implement a system of purchase orders for non-competitive purchases and ensure compliance with federal, State and County laws, policy and procedures as applicable.Policy and Procedures: Update and maintain County procurement and contract policies as needed or directed to ensure compliance with federal, state and county laws, policies and procedures. Based on approved Policy, develop effective and efficient procedures to manage all procurement and contract activities. Effectively communicate with County employees to ensure that purchasing, procurement, and contract objectives may be accomplished with ease and without undue burden. Work is performed mainly in an office setting, indoors, at a desk with a computer terminal. Local travel is required. Physical demands include, but are not limited to, walking and sitting. Typical Qualifications Requires graduation from an accredited four-year college or university with a bachelor's degree in accounting, business administration, public administration, communications, education, or other related field, and three (3) years of professional or paraprofessional purchasing, grant and/or contract experience; or an equivalent combination of training and related work experienceSupplemental Information A generous benefits package with a potential value of up to $30,000 annually.
