EDGECOMBE COUNTY PUBLIC SCHOOLS JOB DESCRIPTION POSITION: Budget Specialist I QUALIFICATIONS:- Minimum of high school diploma and at least 24 semester hours of business/accounting-related coursework at the collegiate level, associate's degree in accounting preferred;- Minimum of five years of work-related experience in bookkeeping or accounting;- Extensive knowledge of working with Local, State, Federal, and any other Special Programs and Grant budgets;- Extensive knowledge of complex computer-based accounting systems;- Proficient in Word, Excel, PowerPoint, Adobe, CCI Spreadsheets, Google Sheets, and LINQ systems;- Ability to use discretionary judgment, analysis, and independent action.REPORTS TO: Director of Finance (in collaboration with Program Area Directors) JOB GOAL: To perform and manage financial operations and budget creation and oversight for the district.RESPONSIBILITIES:
  • Prepare assigned budget(s) preparation upon the direction of the Director of Finance in collaboration with Program Area Directors; establish budgets in the financial information system; monitor and report on revenue and expenditure activity monthly;
  • Conduct data analysis and research on specific budget issues;
  • Review budgets involving the following federal, state, local, and other special programs: Title I, Title III, Title IV, Exceptional Children Grants, Preschool Program grants, childcare budgets, School Improvement Grant (SIG), TSI Grant, Migrant and Immigrant Summer Camps, and other grants and programs as assigned;
  • Review expenditures, requisition, and fund transfers for consistency with a budget and financial objectives;
  • Perform various analyses to support the financial recommendation on variances;
  • Assist/prepare draft grant documents/agreements as needed for Federal, State, Local, and other Special Programs;
  • Prepare monthly budget status reports; prepare budget amendments;
  • Participate in the development and implementation of new or revised budget programs, systems, procedures, and methods of operation;
  • Assist in the drafting and implementation of budget procedures and policies; assist in the preparation of other supporting program documents;
  • Work with school bookkeepers on budget and record keeping for accountability and compliance monthly;
  • Match purchase order invoices for purchases for processing to Financial Business Department
  • Compare payroll information with Federal, State, Local, and other Special Programs planning and payroll assignments in coordination with Financial Business Department;
  • Maintain federal equipment inventory as well as disposition forms with Financial Business;
  • Assists with federal documentation preparation as directed by the Program Area Directors;
  • Coordinate notification and mailing for Private Schools Consultation Meetings
  • Prepare data collection for Federal Programs and adhere to state timelines for data collection retrieval;
  • Collect information from principals and organize for federal documentation;
  • Answer phone calls, filing, copies, setting up calendar appointments and conferences;
  • Verify all Title I Schools hold Annual Title I Meeting and collect documentation for compliance;
  • Provide Title III support to EL Coordinator, providing documentation for the EL Program such as home language surveys, ELD plan forms, and notifications of EL service eligibility;
  • Input data into district ELlevation system for the EL Program and compile information for EL Headcount;
  • Coordinate with Transportation and Child Nutrition for Migrant and Immigrant Camps;
  • Collects monthly PAR forms and semi-annual and annual verification reports; and
  • Performs other duties and responsibilities as assigned by supervisor.

Must be adaptable to performing under stress and when confronted with persons acting under stress.Physical Communication:Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving the nature of sounds by ear). Must be able to communicate via the telephone.
