Job Summary

The Department of Public Works is seeking a skilled Buildings and Grounds Division Chief to oversee the management and maintenance of County facilities and grounds. This leadership role involves directing building custodial services, building systems maintenance and operations, pest control, grounds care, and the County's Mosquito Control Program. The Division Chief will also manage contractor services when needed.

Essential Job Functions
  • Plans, directs, organizes and coordinates programs related to building custodial, building systems maintenance and operations, pest control and grounds care, including required contractor services.
  • Establishes and monitors controls to evaluate performance; takes appropriate actions to correct performance and to adjust programs to meet requirements.
  • Manages staff within the division: assigns and reviews work, and takes actions to adjust work, staffing and operations to meet requirements; trains staff in new procedures.
  • Prepares budgets for divisions and oversees their implementation.
  • Reviews work of contractors for acceptance; confers with parties to discuss and resolve problems.
  • Develops contract specifications, is responsible for overseeing the completion of assigned construction, repair and renovation projects countywide.
  • Investigates complaints and takes appropriate actions.
  • Manages positions and personnel to make best use of employees; interviews applicants and recommends and/or selects employees; develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces agency and County human resources policies and procedures.
  • Inspects work of contractors to ensure charges are within the terms of contracts.
  • Implements established goals and objectives in the organization; devises and implements work methods and procedures; reports on unit and program progress and effectiveness.
  • Develops and monitors the Divisions' operating budgets. Uses financial resources economically.
  • Ensures effective maintenance and operation of facilities and equipment.
  • Ensures the division is operating in compliance with Federal, State, and local regulatory agencies.
  • Coordinates programs and activities with other units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities.
  • Prepares specifications for bids for building and grounds services and projects.
  • Knowledge, Skills, and Abilities
  • Knowledge of methods, procedures and techniques of buildings and grounds maintenance.
  • Effective techniques of supervision.
  • Ability to plan and direct large-scale buildings and grounds maintenance programs.
  • Communicate effectively orally and in writing.
  • Minimum Qualifications

    Training and/or Education: High school diploma or GED equivalent. Two years of training in facilities management and maintenance, grounds management and maintenance, and pest control.

    Experience: Seven years of progressively responsible experience in facilities management and maintenance and the grounds management and maintenance field which must include considerable experience managing staff, daily operations, customer service and policy development and implementation.

    Licenses or Certificates: Valid driver's license. Valid Certified Pesticide Applicator Certificate or must obtain within fifteen months of employment.

    Physical Demands

    Requires long periods of standing, frequent walking indoors and outdoors, repeated bending, crouching, stooping, stretching, reaching or lifting objects up to 100 pounds.

    Compensation

    Pay rate: $81,864.00 - $93,894.00 annually

    Contract position, 35 hours per week.
