ILLUSTRATIVE DUTIES: Responsible for the administration and interpretation of the building code, as the Building Official, for the County. Responsible for supervising assigned staff in the work of construction plans examination and building construction inspection. Technical construction plans examination and inspection work requiring a high level of judgment in the enforcement of adopted codes and standards in multiple disciplines. This is a supervisory position reporting to the Division Director and may serve as the acting Division Director in the absence of the Building Director. Assigns work and provides direction to staff. Monitors the plans examination and inspection process to assure provision of the highest level of customer service consistent with reasonably thorough, accurate and consistent inspections. Coordinates with radio room, permitting and other division supervisors and personnel. Develops and maintains procedures to assure that inspections are performed in a timely, effective, and efficient manner, and performs check inspections as required.Stays abreast of code, statute, ordinance, fee, and policy changes. Reviews new products for code compliance and provides product approvals where appropriate. Reviews new code editions to identify significant changes. Provides in-house training for staff and identifies and schedules appropriate outside training. Assists with development and tracking of performance measures, goals, and strategies. Prepares necessary reports, analyses and memoranda, and assists with administrative duties related to the operation of the unit. Responsible for employee selection, performance evaluations, disciplinary action and related personnel administrative duties. Informs builders on required inspections and documentation. Maintains inspection checklists. Assists builders by suggesting code compliant alternatives, where available. Provides code interpretations and determines the intent and proper application of the code. Consults with code body staff, state agencies, and other organizations as required. Assists inspectors in the resolution of problems and performs field inspections as required. Brings problems in approved plans and permits to the attention of the appropriate supervisor. Works with owners, contractors and design professionals to get code violations corrected, and determine code compliance, where possible, in cases where work has been concealed without inspection. Assures that required plan revisions are submitted and approved prior to inspection approval. Performs related duties as required.KNOWLEDGE, ABILITIES, AND SKILLSAbility to supervise, lead and direct employees. Ability to sit, bend, stoop, ambulate independently, drive from work site to work site and perform inspections. Ability to exercise good judgment in evaluating situations and making decisions. Ability to see colors, hear sounds at a normal level, perform tasks that require eye and hand coordination, speak in a manner that can be understood, write clear and concise reports and complete forms. Ability to perform work in all weather and environmental conditions. Ability to read and interpret plans and specifications. Ability to establish and maintain an effective working relationship with owners, contractors, design professionals, other agency inspectors, the public and other employees. Ability to use basic computer software.MINIMUM QUALIFICATIONSGraduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of five (5) years' experience in the building construction professions or trades, and five (5) years' experience as a construction inspector.Must have standard certification from the State of Florida Department of Business and Professional Regulation (BPR) as a Building Code Administrator, a One- and Two-Family Dwelling Inspector, as a Building Inspector, and in any one of the following three (3) inspector categories: Electrical, Plumbing or Mechanical. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required licensure and BPR certifications.SPECIAL REQUIREMENTSImmediately upon employment, incumbent must obtain provisional BPR certification as an Inspector in any one of the following three (3) areas in which they are not already certified: Electrical, Plumbing, or Mechanical. This is in addition to the standard inspector certifications required in the minimum qualifications. This provisional certification must be converted to a standard certification within the time allowed by the BPR (currently two [2] years).Incumbent must also have acquired, within three (3) years of employment, standard BPR certifications in all of the following inspector classifications: Building, Electrical, Plumbing and Mechanical. Failure to obtain and maintain any of the required certifications may be cause for termination.Must possess, at the time of appointment, a Standard Class license as a Building Code Administrator from the State of Florida Department of Business and Professional Regulation.This position may be required to report for work when a declaration of emergency has been declared in Polk County.
