BUREAU OF GENERAL SERVICESPROPERTY MANAGEMENT DIVISIONOpening Date: November 26, 2024Closing Date: December 12,2024Job Class Code: 1005Grade: 18Salary: $18.87 - $26.28/HourlyPosition Number: 004550601(4PM - 12PM Tuesday - Saturday)PURPOSE OF ANNOUNCEMENT:The Department of Administrative and Financial Services has an immediate vacancy in the Bureau of General Services in Augusta for a Building Control Specialist. The hours of this position are Tuesday - Saturday, 4:00 pm to 12:00 pm.JOB DESCRIPTION:This is structural and craft work at a technician level involving life safety monitoring related to security, access, and occupancy standards; operating mechanical and computerized systems; and troubleshooting malfunctions and abnormalities of a large number of buildings and facilities statewide. Work includes receiving, organizing, and relaying information, instructions, and requests; dispatching people and equipment; operating a central computerized system to monitor and control environmental conditions, electrical and mechanical equipment, fire, HVAC systems, and building access; scheduling and tracking system preventative maintenance and testing; and developing reports and recommendations linked to achieving safe and efficient building operations. Duties are performed utilizing industry standard training as a certified building operator. Work is performed under limited supervision.REPRESENTATIVE TASKS (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned).
  • Operates multiple central computerized monitoring systems in order to ensure occupant comfort, comply with energy policy guidelines, and maintaining building security.
  • Operates various telecommunications equipment in order to receive and dispatch information.
  • Enters information into logs (manual and computerized) in order to maintain record of communications and building control shift activities.
  • Dispatches watchpersons, custodians, trades, and Law Enforcement personnel in response to audible and visual alarms in order to maintain prescribed environmental and security conditions.
  • Receives incoming phone calls, analyzes problems, and takes appropriate action in order to resolve problems, and ensure compliance with building operational policies and guidelines.
  • Reviews and verifies content of agency request for building access in order to maintain compliance with established policies and procedures and to produce appropriate card access.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).
  • Ability to follow and understand established operating procedures.
  • Ability to follow authorized building access rules and procedures.
  • Ability to operate a central computerized monitoring system, ID Access Card Systems and recognize abnormal environmental and security conditions.
  • Knowledge of basic operation and functions of telecommunications equipment.
  • Ability to use two-way radios, one-way beepers, telephone, computer terminal, CCTV monitors, keyboard interface, and related monitoring equipment.
  • Ability to monitor multiple field operations simultaneously by computer terminal, radio and dispatch emergency personnel.
  • Ability to receive and transmit messages accurately and clearly.
  • Ability to remain calm under stress and to work under pressure.
  • Ability to make independent judgements and decisions.
MINIMUM QUALIFICATIONS:
  • Three (3) years of experience, training, and/or education in operating computerized heating, air conditioning, security, and related building control systems, one (1) year of which includes education, training, and/or experience in radio dispatch communications OR
  • one (1) year of law enforcement/public safety experience requiring the use of radio telecommunications equipment OR
  • one (1) year of work experience involving a high level of public contact, customer service, or customer relations activities which involves using a form of telecommunications equipment.
The successful must be able to pass a CJIS fingerprint background check.LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class).
  • Certification as a Terminal Operator - (Training provided on the job)
  • Valid Class C Driver License.
