Job Duties and Responsibilities
- Conduct in-progress and final field inspections of all permitted building construction work to ascertain compliance with the Minnesota State Building Code and City of Minneapolis Ordinances.
- Investigate unpermitted work, reported hazardous conditions, violations and complaints received by conducting site visits and communicating with affected parties.
- Read, review, and interpret approved plans, specifications, schedules, and special inspection reports to assure compliance with applicable codes and ordinances.
- Enforce codes and ordinances by preparing proper documentation, issuing written orders, citations, formal complaints, preparing administrative adjudication cases and appearing/testifying in hearings and/or court. Prepare and maintain clear and accurate inspection records and computer entry of daily reports of inspections and investigations.
- Consult with design professionals, developers, contractors, building owners and homeowners on the interpretation and enforcement of codes and ordinances to assist with compliance.
- Attend applicable classes for continuing education to maintain all necessary certifications.
- Prepare appeals and testify at boards and court as necessary.
Working Conditions: Combination of office and field with constant exposure to the elements and construction sites with dust, dirt, noise, etc. Required QualificationsMinimum Qualifications:Two years post high school education in a trade school, apprenticeship training in a trade area or equivalent.Minimum Experience: Five years of full-time verifiable experience in a building trade.Licenses/Certifications:
- Valid Driver's License - must maintain a valid Driver's License for the duration of employment in this position.
- Minnesota Department of Labor and Industry-issued Building Official or Limited Building Official License: A copy of your Building Official or Limited Official License must be submitted with your official City application. Without it, your application will not be considered.
- A Certified Building Official certification issued by the Minnesota Department of Labor and Industry is required within 12 months of hire. Passing probation and continued employment are contingent upon obtaining and maintaining a State of Minnesota Building Official license. As part of the internal career development program, the hiring division will assist the employee in obtaining and retaining license.
Selection Process:The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. - Knowledge of the Minnesota State Building Codes, including the commercial, residential, accessibility, and energy codes, as well as related codes and statutes.
- Knowledge of the specific trade specialty practices and procedures including codes and ordinances used in the City of Minneapolis related to those specific trades.
- Knowledge and understanding of the Housing Maintenance Code, City Zoning Code and related ordinances.
- Knowledge of the principles and practices of planning, development, regulatory enforcement and CPED policies and procedures.
- Working knowledge of computer operations, software, and applications.
- Good oral and written communication skills, with proficiency in construction terminology.
- Skill at detecting poor workmanship, hazards, and other deficiencies.
- Ability to read and interpret plans/blueprints and specifications and make necessary mechanical sketches.
- Ability to work independently, manage time and prioritize.
- Ability to render decisions firmly with good judgment and impartiality.
