Administers, supervises, and manages the issuance of all building permits for commercial, industrial and residential projects. Responsible for the enforcement of all construction-related codes addressed by the Minnesota State Building Code with regard to building permits. Oversees and conducts all plan review, inspection and code compliance actions related to building development. Provides work direction to administrative staff. Responsibilities Professional/Technical Duties and Responsibilities:
- Perform plan review of residential and commercial projects.
- Perform inspections of residential and commercial projects.
- Manage Building department and ensure compliance with all federal, state and local regulations and building codes.
- Maintain departmental records and reports for various agencies including SAC and WAC, state surcharge, and the financial budget
- Answer customers' questions regarding building codes and inspections, in person and over the phone.
- Perform other job-related duties as assigned.
Minimum Qualifications Knowledge, Skills, and Abilities:
- Knowledge of local, state, and federal building codes regulations.
- Ability to make clear and concise presentations to a variety of stakeholders.
- Ability to read gauges and measure using measuring devices.
- Ability to keep licenses and designations current through required continuing education.
- Ability to meet the physical requirements of conducting building inspections.
- Ability to use relevant software for plans.
- Ability to recommend process and equipment improvements and upgrades.
Minimum Qualifications:
- Completed building official program at a vocational/technical college.
- Five or more years' experience as a local building official.
- Current Minnesota State Building Official License
Preferred Qualifications:
- Eligible to obtain a Municipal Delegation Agreement between the City of Robbinsdale and the State of Minnesota to plan review and inspect all state building projects.
- MN Fire Marshal delegation agreement.
- Associate degree/coursework in building inspections/building technology or related field.
- ICC certification as a Building Inspector and/or Plan Examiner.
Supplemental Information Physical Requirements: The employee is regularly required to sit; use hands to finger, handle, feel or operate objects, tools or keyboards; hear and read; and speak clearly, intelligibly, and understandably. The employee is frequently required to drive a car, stand, walk and reach with hands and arms. The employee must frequently move, turn, lift and occasionally carry objects weighing up to 40 pounds. The employee is regularly required to climb ladders and navigate stairs into attics and basements. Specific vision abilities required by this job include close vision, distance vision and depth perception.Work Environment:Field work consists primarily of requiring the employee to enter private property and/or dwellings for required inspections. On- site conditions will vary from property to property and may include identifying health/safety hazards.
