Position Overview

Subject to management approval, serves as the Bureau Chief of Policy Development; works with Federal and State laws and translates Department rules, policies, procedures and State plans; serves as a full-line supervisor; establishes and maintains working relationships with key officials; meets regularly with members and officials of the Illinois General Assembly, the Office of the Governor, US Department of Agriculture, US Department of Health and Human Services and other local, State and Federal agencies interested in the policies and activities administered by the Department; meets regularly with advocacy groups to ensure policies and procedures are accurately and efficiently meeting the needs of Illinois residents; works with the Office of Legislation to meet with, appear and testify before legislative committees to promote and/or respond on legislation; assists the Associate Director in the development, establishment, and revision of policies, rules and regulations, IES (Integrated Eligibility Systems) functionality and testing, and approval of training materials for field education and performance improvement; confers with subordinate managers regarding program development and revisions; works closely to promote utilization of resources within the assigned program areas; works closely with other Bureaus, Regional Managers and others to ensure training is properly applying policies and procedures to improve accuracy and outcomes. Travels in the performance of job duties.

Essential Functions

* Serves as Bureau Chief of Policy Development.

* Serves as full-line supervisor.

* Establishes and maintains working relationships with key officials.

* Assists the Associate Director in the development, establishment and revision of policies, rules, and regulations, IES (Integrated Eligibility Systems) functionality and testing, and approval of training materials for field education and performance improvement.

* Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

* Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in a social or human services field.

* Requires four (4) years of progressively responsible administrative experience in a social welfare system.

Preferred Qualifications

* Four (4) years of professional experience conducting review and analysis of proposed and current legislation and administrative rules to create appropriate policies and procedures.

* Four (4) years of professional experience organizing, planning, developing, and evaluating comprehensive, strategic, and integrative directions, goals, and objectives.

* Four (4) years of professional experience collaborating with multiple and diverse entities in a public or private organization for planning, improvement, and organizational purposes.

* Four (4) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.

* Four (4) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing, and signing performance evaluations, and approving time off.

* Three (3) years of professional experience working with and/or testing in a public service eligibility system such as the Integrated Eligibility system (IES).

* A master's degree in the social services field.

Conditions of Employment

* Requires the ability to work overtime and/or outside of regular business hours.

* Requires basic proficiency in Microsoft Suite, Outlook, and Webex.

* Requires ability to travel in the performance of duties, with overnight stays as appropriate.

* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
