Position Overview
The Division of Family and Community Services is seeking to hire an administrator to oversee the Bureau of Family Nutrition. This position administers multi- million-dollar programs for support of Bureau activities; directs the Department's administration of federal supplemental food programs including the Special Supplemental Nutrition Program for Women, Infants, Children (WIC). Consults with the Associate Director/Director on the comprehensive integration and coordination of program activities and functions as they relate to other program and divisions; and represents the Department at local, state, and national organizations and task forces.
Essential Functions
* Serves as Chief of the Bureau of Family Nutrition and the State Women, Infants, and Children (WIC) Director.
* Organizes, plans, develops, and evaluates Special Supplemental Nutrition Program for WIC clinical and vendor services including direct service, policies, Vendor Management, Vendor Compliance, Management Information System & Electronic Benefits and banking.
* Serves as full line supervisor.
* Directs, organizes, and develops highly complex research to craft written and/or statistical proposals affecting changes in recommended legislation, existing statutes, and/or administrative rules as it relates Nutrition and Food System related programming, services and other related topics.
* Consults with the Associate Director/Director on the comprehensive integration and coordination of program activities and functions as they relate to other program and divisions.
* Represents the Associate Director or other Division of Family and Community Services (DFCS) executive team in internal and external meetings with other bureaus, divisions, grantees, stakeholders, and state and federal government representatives.
* Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
* Requires knowledge skill and mental development equivalent to completion of four (4) years college with coursework in a social or human services field.
* Requires prior experience equivalent to four (4) years progressively responsible administrative experience in a state/federal nutrition program.
Preferred Qualifications
* Three (3) years of professional experience meeting deadlines with strong attention to detail, managing multiple projects simultaneously, and applying critical thinking skills to ensure the successful execution of organizational goals.
* Three (3) years of professional experience designing, evaluating, and overseeing the implementation and ongoing operations of new and existing nutrition, health, and food systems programs including: monitoring, interpreting program policies, requirements, and procedures for ensuring effective grant management.
* Three (3) years of professional experience communicating complex information clearly and effectively, both orally and in writing, to small and large audiences, utilizing software tools to present data and strategic plans.
* Three (3) years of professional experience developing and maintaining cooperative working relationships internally and externally, with community organizations, federal, state, and local governments to ensure quality and equitable service delivery.
* Three (3) years of professional experience managing, developing, forecasting and executing budgets for public or private organizations of at least $2,000,000, including utilizing financial data to drive business transformations, aligning strategic objectives with financial goals, and complying with state and federal policies such as GATA/2CFR200.
* Three (3) years of professional experience communicating contract obligations and state/federal policies to providers and stakeholders, ensuring compliance and clarity in contract management.
* Three (3) years of professional experience developing, reviewing, analyzing, and assessing budgets, including working with community-based stakeholders and/or servicing low-income populations to ensure compliance with financial regulations and manage risk through innovative internal controls.
* Three (3) years of supervisory experience managing teams, assigning work, providing guidance, conducting staff training and development, preparing performance evaluations, and ensuring a continuous learning environment.
Conditions of Employment
* Requires ability to travel in the performance of duties, with overnight stays as appropriate.
* Requires the ability to work outside of normal business hours.
* Requires advanced proficiency in MS PowerPoint, MS Word, MS Excel, and WebEx.
