GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, the Innovation Specialist is responsible for performing highly analytical work to assist with identifying opportunities and initiating change within the City's operations and services to create and support a culture of fun. Incumbent will be tasked with challenging standard thinking with new ideas, new approaches, and strategies. Responsibilities include organizational performance review, operations research, human resources planning, and other related work reviewing policies, procedures, departmental functions, and internal relationships. ESSENTIAL JOB FUNCTIONS Responsible for reviewing and analyzing operations and programs for external customers and organizational employees at all levels with a focus on the City's vision, mission, and goals. Generates reports and provides recommendations to all departments to align projects and processes with the City's organizational mission and values. Facilitates and leads stakeholder teams from all levels of the organization in proactive design, process improvement planning and implementation, and operational risk mitigating strategies. Provides analyses regarding comparative data, as well as creative and dynamic transformational ideas from municipal governments, best business practices, emerging trends and other data sources to pilot new ideas and create new experiences aimed at improving city businesses and city transparency. Researches highly complex problems where analysis of situations and/or data requires an evaluation of intangible variables. Researches and provides guidance to ensure compliance with all relevant federal, state, and local laws, policies, and regulations when planning and developing innovative solutions to operational, organizational and community problems and needs. Performs other duties as assigned. PERFORMANCE STANDARD Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the City's Values. Employees are also expected to lead by example and demonstrate the highest level of ethics. REQUIRED KNOWLEDGE· Public Administration - Knowledge of research resources to verify and inform others of federal, state and local laws and policies governing public administration, specifically related to strategic planning, for local government operations. Knowledge of modern principles and practices of public administration and the City's Organizational Mission & Values. · Strategic Planning - Thorough knowledge of research and analysis methods and techniques; thorough knowledge of statistical analysis and forecasting techniques. · Technology - Knowledge of general office equipment and personal computers to include word processing, spreadsheet and related software. Comprehensive knowledge of office systems, practices, procedures, and administration. · Data Analytics - Knowledge of organization and operations analysis techniques in order to study complex business issues, perform analysis between multiple datasets, conduct predictive analysis, and convey results to management. REQUIRED SKILLS · Critical Thinking â Uses logic and reasoning to understand, analyze, and evaluate complex situations and researches information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to all situations. Exercises initiative and independent, astute judgment in sensitive situations. · Interpersonal Relationships - Develops and maintains cooperative and professional relationships with customers, employees, managers, city officials, and representatives from other departments and organizations including individuals from the media. · Time Management - Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. REQUIRED ABILITIES· Communication - Ability to communicate complex ideas and proposals verbally and in in writing, including the preparation of charts, graphs, reports, modeling analysis, and policies. Ability to listen and understand information and ideas being presented verbally and in writing. Ability to comfortably speak in a public setting. · Accounting - Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of data. EDUCATION AND EXPERIENCE Requires a Bachelor's Degree in Information Management, Public or Business Administration, Urban Planning or Development, or a closely related field. Requires 1-2 years of experience in project management, organizational performance analysis, or product/process innovation. ADDITIONAL REQUIREMENTS Requires an acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record. Business Process Improvement (BPM) and management methodology certifications such as Six Sigma, LEAN, or Certified Business Process Professional (CBPP), preferred. PHYSICAL AND DEXTERITY REQUIREMENTS · Requires the ability to exert light physical effort in sedentary to light work · Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds) · Tasks may involve extended periods of time at keyboard or work station SENSORY REQUIREMENTS · Some tasks require the ability to perceive and discriminate sounds and visual cues or signals · Some tasks require the ability to communicate orally ENVIRONMENTAL HAZARDS Essential functions are regularly performed without exposure to adverse environmental conditions.MUST APPLY ON OUR CITY JOB SITE!
