This position will concentrate on improving Metro's efficiency, productivity, affordability, accessibility and focus on equity and social justice through performance, measurement and continuous improvement. This position will leverage strong data analysis skills with the ability to bring meaning to both quantitative and qualitative data obtained from a variety of data sources such as data sets, surveys, community feedback, key contributor comments, lived experiences, and employee input. The successful candidate will design, implement, and mature methods for measuring how effectively Metro Transit is managing business processes, investing in mobility and equity.About the Business Intelligence TeamThe Business Intelligence Team falls within Metro's Finance & Administration division. Metro's Finance and Administration division supports other Metro divisions and department leadership by providing consistent and cross-functional enterprise wide support services to advance Metro's strategies and targets through evidence-based management. The Business Intelligence team serves this function by developing data structures through the development of a data warehouse and the creation of data products such as data visualization, analytics and tool development. The Business Intelligence team also drives the growth of business literacy throughout the organization by developing a data-based business review process focused on continuous improvement.Position InformationThis recruitment will be used to fill one (1) Career Service Business Analyst vacancy. In addition, this selection process may be used to generate an eligibility list for future Career Services vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. As a Business Analyst , you will:Establish and implement effective analysis practices and facilitate the continuous improvement of how impact is measured.Present data and information in a fashion that supports stakeholders' ability to understand issues, evaluate options, form accurate conclusions, and make decisions.Utilize excellent verbal and written communication skills in order to interact professionally with diverse groups, senior leaders, managers, subject-matter experts and convey technical information to non-technical users.Prepare performance dashboards, regular performance reports, and summaries of results and interpretations of findings for a wide range of audiences including agency leadership, employees, and community representatives.Establish and align leading indicators of success including metrics, processes and tools developed to measure impact. Complete ongoing analysis of key contributor engagement (up through Senior Leadership Team).Convene inter-divisional groups for root cause analysis, idea generation, problem solving and strategy development of actions and a responsive infrastructure.Research, study and analyze a variety of operational and management issues to determine deficiencies; identify and recommend solutions, improvement, and alignment with best practices.Facilitate groups and lead project teams in process improvement activities. Coach teams on applying process/system analysis methodologies and techniques to issues such as staffing and resource utilization, workload planning and scheduling, work processes and procedures, and organizational structure; develop or revise policies, processes or systems to increase efficiency and cost effectiveness.Support the education and training of multidisciplinary team members, front line staff, and leaders in process improvement principles and techniques such as Lean and Six Sigma to achieve business goals and to identify solutions to problems of significance to department operations as well as data visualization and the tools used to develop dashboards and reports.Plan and perform assessment surveys, develop reports, and make presentations to diverse audiences.Identify and develop measurement tools and indicators; collect, analyze, and evaluate data to determine inefficiencies or weaknesses; provide recommendations for corrective measures.Develop and implement process improvement tools to ensure systems and practices comply with laws, codes, policies, contracts, and agreements.Design performance feedback systems and visual management tools to assess the resolution of business process deficiencies.Prepare reports, flow charts, organizational charts, graphs, and other documents summarizing findings and recommendations, present to stakeholders.Implement or assist in implementing identified solutions; work with vendors and other external resources where required to ensure successful problem resolution. Coordinate new systems into the work area and train users in new systems and methods.Perform other duties as assigned.Minimum Qualifications:A Bachelor's degree in business or public administration or related field or related data analysis and business intelligence certifications AND a minimum of two (2) years related business process analysis and improvement experience, which includes facilitation/leadership and dashboard performance management experience; OR a combination of experience and education that provides the required knowledge, skills, and abilities to perform the responsibilities of the position.Additional qualifications include:Experience in creating interactive business intelligence dashboards and reports that encourage business literacy and curiosity.Intermediate to expert skills with BI tools such as MSPower BI or Tableau.Knowledge of data gathering and analysis including experience working with both quantitative and qualitative data.Demonstrated experience in cleaning, validating, analyzing, and communicating data.Strong analytic skills – ability to analyze, interpret and draw conclusions about data.Demonstrated experience working with new datasets and drawing insights.Knowledge of and experience with dashboard performance management and continuous improvement methods.Ability and experience designing discussion guides that will effectively create participation and collect needed information to identify business needs, objectives, goals, meaningful Key Performance Indicators (KPIs) and metrics for internal and external customers.Business process analysis and improvement experience.Knowledge of process improvement methods and techniques such as Lean and Six Sigma.Problem solving and root cause identification skills.Project Management knowledge and experience and ability to manage multiple projects, both small and large.Demonstrated excellent written and oral communication and presentation skills, including strong writing ability including drafting executive summaries and messaging information for front line employees.Ability to present complex research findings and topics in a clear and accessible manner to all audiences.Strong communication skills and ability to adapt to multiple communications styles.Strong customer service principles and focus.Skills and experience training and providing guidance to others with data visualization and data analytics.Skills and experience as a team leader.Strong teamwork orientation and demonstrated ability to work collaboratively with and through others.Ability to work effectively at all levels in an organization.Expertise in facilitation, documentation, solution modeling, business problem definition, and analysis approach development.Strong facilitation skills and ability to lead workshops, discussion groups and meetings.Acute business acumen and understanding of organizational issues and challenges.Ability to manage and prioritize a diverse workload to accomplish tasks on defined timelines.Demonstrated ability to tell a compelling story with data.Current strong knowledge of equity and social justice principles, practices, research, and language.Strong commitment to service for underserved populations and communities.Highly competitive candidates will have (desired, but not required):Skill in researching strategic issues, conducting analysis, problem solving and recommending emerging technologies.Basic to intermediate knowledge of querying large databases via SQL query writing.Knowledge and experience using spatial analysis tools such as ArcGIS.Experience working with multiple large transit-oriented datasets such as on-board systems, ridership and time management systems.Experience giving data driven presentations to large groups of upper-level management.To ApplyThe following application materials are required:An online King County application. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.The work associated with this position will be performed or conducted through a combination of teleworking, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities.
