Job Description:

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis, and provide immunization and sexual health services regardless of ability to pay or immigration status. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers. The Bureau of Public Health Clinics seeks to hire a Business Analyst/Project Coordinator.

This CRS I will report to the Director of Clinical Informatics and support data migration and reporting as it transitions from an existing electronic health record (EHR) to Epic.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

* Learn about the existing EMRs data structure and develop subject matter expertise

* Support data validation after EMR updates deployment

* Perform data conversions including extracting data from non-Epic EHR systems, performing transformations upon the data, and importing it into Epic

* Support developing and executing test plans, exception-handling routines as well as source to target mappings for the purpose of archiving data of EMR systems and the migration data into Epic system.

* Conduct data quality assurance activities throughout the migration process, as well as monitoring data quality after migration

* Contribute to data governance efforts including definitions, implementation, and organization

* Follow data security and privacy policies, and stays up to date with recent data tools and trends

* Develop dashboard, reports for different user groups

* Participate in meetings with multiple internal and external stakeholders to gather requirements, provide ongoing updates, and ensure business needs are met

* Support project management efforts of implementing new systems

PREFERRED SKILLS:

* Advanced skills with SQL, R or SAS

* Experience with Epic and other EHRs

* Experience with data migration to Epic system is highly preferred

* Excellent written and oral communication skills.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
