Job Description:
This is an experienced position and candidate is expected to be able toperform Project Controls tasks with limited supervision, whilecontributing to developing entry level employees and continuing todevelop knowledge of theory and practical training. The basic ProjectControls tasks include the development of project execution plans,schedules and cost control documentation; maintenance and improvement ofcompany project management system and tools; and maintaining projectmetrics throughout the life of projects.
Provide project controls expertise on the integration, controlsand management of projects; including project planning and scheduling,manpower planning, cost control and risk management.Develop andmonitor, with the project team, project execution strategy and tacticalplans to achieve maximum efficiency and effectiveness for individualprojects.Applies project controls methods and procedures foreach project phase, such as design, fabrication, construction,installation, hook-up, commissioning and turnarounds of upstream anddownstream major projects for International and domestic operations.Implementsproject controls guidelines and procedures to organize and scheduleproject work, taking account of time and resource constraints.Applies cost control and other analytical techniques to quantify financial performance and projections.Providesthrough project controls, an accountability/audit trail of majorproject decisions, to minimize company commercial risk.Providesproject controls input for contractor selection, (i.e.pre-qualification assessment, bid inquiry development, bid evaluationand contract award recommendations).Monitor and report on contractor progress and performance.Develops customized project management systems, applications and tools, as required, to meet specific project needs. Implement the overall project risk management process including risk identification and mitigation. Responsible for management of change process. Responsible for lessons learned process. Developsthe interpersonal skills needed to function effectively as a member of ateam and to interface well with team members and other departments.Provides assistance in other areas of the department whenever possiblethat may include tasks outside of area of expertise.
