Job Duties
The LENOWISCO and Cumberland Plateau Health Districts are looking to fill a Business Manager C position based at the Wise County Health Department, located at 134 Roberts Ave., SW, Wise, VA. This role will be crucial in managing the financial and operational aspects of the districts.
Purpose of Position:
Administrative position in a health district/central office work unit, working directly with the Director. Functions with a strategic focus on long term issues, vision for central office work unit/district. Characteristics include: serves in the absence of the District/Office Director for all non-medical issues, primary spokesperson of business operations for external and internal entities. In collaboration with the Director and fiscal team, allocates funding and staffing resources, promotes programs, prepares the budget, manages facilities and finances and human resources based on management input and keeps the director informed on actions taken. Has overall responsibility to ensure quality assurance in relation to unit's strategic plans and areas of responsibility.
Typical Core Duties:
1. Performance Management
* Applies strategic efforts and methods of attracting, hiring, training and retaining high-quality staff in support of assigned area
* Assesses staff skills, abilities and areas in which training would proactively and fairly assist in performance attainment
* Partners with Human Resources when addressing possible employee relations issues, including compensation, equal employment, grievances, mediation and disciplinary actions
* Ensures staff compliance for applicable certifications, licenses and standards
2. Program Management
* Ensures all supervised programs are following federal, state and local laws in addition to VDH policies and procedures
* Uses available opportunities and resources to ensure that supervised programs are in line with public health missions and district/community needs
* Expresses program-level authority through effective management skills, quality decision-making and the ability to anticipate and resolve complex management problems
* Identifies systems problems and potential remedies, builds quality assurance into all supervised programs and works toward improving programmatic customer service
* Actively participates in the district Continuity of Operations Plan (COOP)
* Supports the intent of Executive Order 20 (2014) and goals of the Agency Annual SWaM Procurement Plan when making vendor-sourcing decisions for goods and services
3. Resource Management
* Ensures that monetary resources and staff are used for their intended purposes, in support of the agency's fiscal responsibilities and that no resources are used for purposes disallowed by law, regulation or policy
* Is responsible for required/requested financial information and fiscal activities in support of both VDH and the district
* Identifies strategies and other opportunities to maximize revenue and resources that improve the district's fiscal status
* Collaboratively and strategically reviews all staff vacancies/turnover as they occur to determine if changes in staffing patterns and/or position levels meet current programmatic requirements
* Actively develops succession plans for known upcoming staff vacancies
4. Strategic Activity
* Collaborates with the Health Director prior to the beginning of each performance cycle to identify a strategic programmatic need/activity under their shared area(s) of responsibility
* The strategic goal should resolve or sufficiently enhance the targeted need/activity within the performance cycle
5. Leadership/Staff Engagement & Other Duties
* Serves as an example of engaged leadership to VDH, staff and community Actively engaged in supporting the agency's mission by collaborating to create a district vision for assigned program area(s); coordinating and balancing the program needs between all stakeholders; and serving, when appropriate, as a team member to both VDH and community teams
* Ensures supervised program staff are actively engaged
* Staff engagement plans may be designed and delivered collaboratively with the health director and other senior managers as part of a district-wide initiative
* Plans should focus on ways to better understand workforce engagement and foster collaborative, team-oriented environments
* May be required to perform other duties; may include functions in support of an emergency declaration
Minimum Qualifications
* Knowledge of the principles and practices of public administration/business management, finance, procurement, contracting, human resources, and facilities management
* Knowledge of applicable federal, state, local, and agency regulations, policies, and procedures
* Strong personnel management, financial, presentation and oral and written communication skills; skilled in automation, including spreadsheets and data manipulation/analyses
* Ability to plan, develop and direct financial and administrative operations with attention to both long-term and short-term strategic planning and needs; ability to effectively and collaboratively work with a wide range of staff and positions; ability to effectively lead and manage supervised staff toward positive programmatic outcomes
Additional Considerations
* Significant senior-level administrative management, or public health experience and information, as well as experience with the Incident Command System (ICS)
