This position is located at Chatham Youth Development Center in Siler City (Chatham County), NC.

This is an INTERNAL POSTING open ONLY for North Carolina State Government and UNC System current employees and eligible RIF candidates. Temporary employees are eligible to apply.

This is an anticipated vacancy. This position is expected to be available on January 1, 2025.

Work schedule for this position is Monday-Friday 8AM - 5PM.

The primary purpose of the Business Officer position is to administer and manage the business and financial affairs of a youth development center. This position facilitates and manages financial resources that may be state appropriated, contract and grant, and/or receipt generated. position performs financial and business related duties associated with such areas as accounting, budgeting, auditing and/or grant administration.

Job Duties Include, but are not limited to:

* Financial management, personnel administration/management, payroll, purchasing, inventory control, facilities coordination/planning information technology, assessment planning and closely related work.

* Manage student trust funds and monitor the student welfare fund accounts.

* Serve as the Procurement Card (PCard) administrator, oversee budget travel/reimbursement authorizations and maintain files for Motor Fleet Vehicle maintenance.

* Oversee and manage current operating budget, determine program needs and budget funds, accordingly, resolve budget issues, rectify deficiencies, and meet projected shortfalls.

* Maintain records that reflect line-item budgets, expenditures, and balances, reconcile records with DJJ monthly detail ledger reports and prepare 606's as needed.

* Initiate and monitor all contracts/justifications for services including medical, dental, pharmaceutical, psychiatric, optometric, and ophthalmologic, psychological testing, substance abuse and barber services.

* Initiate and monitor the preparation of purchase orders, request/receive and approve/disapprove purchase request through EProcurment, audit invoices, monitor payments via NCAS, unencumberance of funds and maintain account payable files.

* Direct supervision over Processing Assistants and Food Service Supervisor and is fully responsible for their development, counseling, discipline, and evaluation.

* Serve as the time administrator in the HR payroll system and the security administrator and has the direct responsibility of the assignment of photo identification/entry HID cards to all staff via data input into the agency-wide security system.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC14. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

* Experience with applying established policies and/or procedures related to business practices and/or internal control procedures.

* Experience conducting financial management responsibilities in an organization primarily funded by consistent funding sources.

* Knowledge of the organization's accounting and budget procedures.

* Experience working in a full supervisory role that includes the recruitment, selection, and/or salary management of employees.

* Conducting performance reviews for direct reports and/or address performance issues.

* Experience gathering, organizing, and/or analyzing financial information and other data.

Management Preference:

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role;
