Unless specifically stated otherwise, this role is On-Site at the location detailed in the job post.The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by the Chief Financial Officer, Brookhaven's Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab's fiscal matters and its approximately $700 million annual budget.The BSD has an opening for a Business Operations Manager position within the Business Operations Office supporting the Nuclear & Particle Physics Directorate (NPP). This individual will report to the Laboratory's Chief Financial Officer (CFO) and Associate Laboratory Director for Business Services Directorate (ALD BSD).This position will provide budget and financial analysis support to the Associate Laboratory Director for the Business Services Directorate along with timely and accurate business forecasts to the BNL Budget Office for Laboratory Level funding, cost targets, estimation of overhead revenue, Senior Leadership Council updates and institutional planning, as well as, provide business expertise, strategic guidance, support, and leadership to the Associate Laboratory Director for Nuclear and Particle Physics (ALD NPP), the Chairs of the Collider-Accelerator, Physics, and Isotope Departments.Essential Duties and Responsibilities:Provide advice and strategic counsel to the ALD NPP and the ALD BSD regarding the financial status of the organizations within the NPP Directorate.Develop and/or participate in the development of policies and procedures within the Directorate, as well as at the Laboratory level.Prepare data to support financial planning and reporting activities at the Laboratory level, e.g., setting of funding and cost targets and long-range plans, estimation of overhead revenue, Senior Leadership Council updates, institutional planning, etc.Provide consolidated financial reporting and analysis for the NPP Directorate.Prepare ad hoc financial analyses, as required, to support business decisions and activities, e.g., strategy retreats within the Directorate and the Laboratory.Manage or participate in special projects as requested by the ALD NPP and ALD BSD.Participate as a panelist in DOE project and operations reviews within the DOE Laboratory complex, as requested.Prepare financial documentation for DOE-led reviews of programs, projects, and operating facilities within NPP.Prepare financial data in response to inquiries by DOE Program Offices, OMB, and Congress.Coordinate the Laboratory's annual budget submission process within the NPP Directorate including the development of financial plans and submission of Field Work Proposals.Prepare financial plans for annual budget briefings scheduled by the Office of Nuclear Physics, Office of High Energy Physics, and the DOE Isotope Program Office.Manage current year funding allocations for the NPP Directorate.Prepare, maintain, and implement current year cost plans for the NPP Directorate.Prepare financial data for SPP Project Proposals and assist in proposal preparation, as appropriate.Prepare financial data for LDRD/Program Development proposals; coordinate the submission of LDRD/Program Development proposals, and resolve prioritization issues, as required.Develop Organizational Burden Rates at the Directorate, Department, and Division levels, as appropriate.Develop facility use rates for NPP operating facilities including AGS, NSRL, Tandem, BLIP, and Hot Cells.Provide financial oversight in administration of BNL's Space Management System within the NPP Directorate.Oversee Property Management functions within the NPP Directorate.Maintain Special Process Spares Inventory; conduct annual physical inventory, and reconciliation with the BNL financial system.Administer Credit Card Program within the NPP Directorate.Administer Procurement functions within the NPP Directorate, including processing of web requisitions, change orders, contract administration, and invoice approval.Support the implementation of BNL policies as well as compliance with BNL's Prime Contract, DOE Orders, government regulations, Generally Accepted Accounting Principles (GAAP), and Cost Accounting Standards (CAS).Provide financial and business process support for internal and external audits, as required.Supervise, mentor, and professionally develop a Business Office team of 14.Additional Qualifications/ResponsibilitiesRequired Knowledge, Skills, and Abilities:A bachelor's degree in Accounting, Finance, or a related discipline.A minimum of eight (8) years' work experience that demonstrates a thorough knowledge of Generally Accepted Accounting Principles (GAAP), Variance Analysis and Project Reporting, including knowledge of budget planning, procurement process, A/P, A/R, payroll, travel, etc.minimum of 4 years demonstrated management/leadership experience. This must include formal supervisory experience including supervision of exempt and nonexempt staff.Advanced proficiency with MS Word, Excel and Outlook required.Excellent verbal, written communication and interpersonal skills required.Ability to present financial data (orally and written form) in a concise format to non-financial stakeholders routinely.Proven ability to work in a team/workgroup environment and lead a team/workgroup.Must be able to work effectively under pressure, while meeting deadlines and balancing multiple priorities.Preferred Knowledge, Skills, and Abilities:Master's degree in Accounting, Finance, or closely related field to include a core of relevant courses.Experience working in a Department of Energy (DOE) Laboratory is preferred.Working knowledge of Cost Accounting Standards (CAS), as well as the financial systems.Experience with PeopleSoft Financials, Workday HR, Queries, Power BI, and SharePoint is highly desired.Financial management responsibilities include support for union and non-union personnel.Compensation:Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $137,400 - $219,600 / year. Salary offers will be commensurate with the final candidate's qualification, education, and experience and considered with the internal peer group.
