Job Description:

We are seeking a Senior Business Process Reengineer to join team. This role involves collaborating with Human Resources, the client project management team, the Division of Information Technology (DIT), and various stakeholders across the agency. The primary responsibility is to drive root cause analysis, process improvement, and reengineering initiatives across Human Resources operations.

Key Responsibilities:

  • Collaborate with Human Resources experts, project teams, and other business units to identify issues, develop corrective actions, and implement preventive measures.
  • Conduct detailed analysis of existing HR business processes, identify areas for improvement, and recommend business reengineering solutions.
  • Create process maps and flowcharts to visualize and communicate recommended changes.
  • Recommend system and data flow optimizations to improve integration.
  • Design and prioritize process optimization strategies to enhance efficiency, eliminate bottlenecks, and improve the experience for HR, job candidates, and agency staff.
  • Track performance of business process reengineering initiatives against KPIs, in collaboration with HR and DIT leadership.
  • Provide recommendations for implementation priorities and training.
  • Lead process validation activities, ensuring compliance with DOHMH, City of New York, and other regulatory requirements.
  • Prepare reports and presentations to document process changes, gap analysis, and recommendations to stakeholders and leadership.
  • Keep up-to-date with the latest process engineering technologies, methodologies, and best practices.
  • Research and apply current industry standards to modernize HR processes where appropriate.

Qualifications and Requirements:

  • Bachelor's degree in Business Administration, Human Resources Management, Health Information Technology, Computer Science, or a related field.
  • 5+ years of experience as a process engineer or change agent, including experience with Human Resources reengineering projects.
  • Proven experience with Human Resources Information Systems (HRIS).
  • Strong ability to translate data analytics into clear, marketing-style presentations and documentation.
  • Expert understanding of data flows, system integrations, and software optimizations.
  • In-depth knowledge of business analysis and process optimization tools.
  • Excellent problem-solving, analytical, and critical thinking skills.
  • Effective communication and interpersonal skills for collaboration across teams and stakeholders.
  • Ability to prioritize tasks, meet deadlines, and work effectively under pressure.
