About this position: We are seeking a Business Subject Matter Expert (SME) to provide specialized expertise in support of the Defense Travel Management Office (DTMO), the DoD's focal point for travel management and policy. This role involves delivering high-level business insights, supporting decision-making processes, and ensuring that the Defense Travel System (DTS) and associated travel programs are aligned with DoD goals and policies. The SME will collaborate with various stakeholders to streamline travel operations, ensure compliance with federal regulations, and optimize the efficiency of travel management systems. On a day-to-day basis you will:
- Provide expert guidance on business processes and requirements related to DoD travel policies and systems, including the Defense Travel System (DTS).
- Support the DTMO in developing and refining travel management policies, ensuring alignment with federal and DoD regulations.
- Collaborate with program managers, technical teams, and government stakeholders to ensure that the design, implementation, and enhancement of DTS meet operational needs.
- Analyze travel data, identify trends, and provide insights to improve travel efficiency and reduce costs across DoD components.
- Assist in the development and implementation of business process improvements for travel operations, ensuring compliance with DoD and federal travel regulations such as the Joint Travel Regulations (JTR).
- Serve as the primary business liaison between DTMO and other DoD agencies, contractors, and travel service providers.
- Evaluate the impact of policy changes, system updates, and emerging travel technologies on existing DoD travel processes.
- Assist in training and educating DoD personnel on travel policies, systems, and procedures, ensuring consistent application across all levels of the organization.
- Prepare presentations, briefings, and reports to communicate policy changes, business impacts, and project updates to senior leadership.
- Ensure compliance with applicable DoD policies, including cybersecurity protocols, financial management regulations, and audit readiness.
Required Education/Qualifications:
- Clearance: Top-Secret security clearance, fully adjudicated.
- Bachelor's degree in Business Administration, Public Administration, Finance, or a related field.
- 7-10 of experience as a Subject Matter Expert, Analyst, or Business Consultant within a federal or DoD environment, preferably in travel management.
- In-depth knowledge of DoD travel policies and Defense Travel System (DTS) operations.
- Strong understanding of Joint Travel Regulations (JTR), Federal Travel Regulations (FTR), and other relevant travel compliance frameworks.
- Proven ability to provide strategic advice and develop solutions to complex business problems in a government setting.
- Experience working with DoD stakeholders and travel service providers to optimize travel management programs.
- Excellent analytical, communication, and organizational skills, with the ability to present complex information in a clear and concise manner
Preferred Qualifications:
- Prior experience working with the Defense Travel Management Office (DTMO) or similar DoD agencies.
- Familiarity with travel industry systems such as Global Distribution Systems (GDS), commercial booking tools, and expense management software.
- Experience in business process re-engineering and change management within large government organizations.
- Knowledge of financial management, budgeting, and cost control related to DoD travel operations.
- Certifications in project management, such as PMP or Lean Six Sigma.
