Position Summary
Responsible for managing the integration and continued development of the Health Department's public health informatics functions and leading and coordinating data modernization efforts to ensure timely, complete, and interoperable surveillance data are readily available for public health action. Coordinate program development, data use agreements, and operations and the supervision of identified staff members.
Pay Grade: 57
Salary Commensurate with Experience and Education
Minimum Qualifications
1. Five (5) or more years of direct organizational leadership experience, including developing and implementing health/medical data modernization, dash boards and informatics strategies; AND
2. Bachelor's degree from an accredited college or university in management information systems or computer science or an IT-related discipline; OR
3. An equivalent combination of related education, and/or experience.
4. Experience with public health data formatting, coding standards, optimizing data integration, and data governance.
5. Master's degree or higher in health administration, data informatics, PMP, or leadership certification is preferred.
6. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Optimizes and manages data integration, governance, interoperability, dashboards, and visualization.
2. Conducts ongoing assessment of public health informatics environment and examines data needs within and across programs to identify areas of integration and means of improving efficiencies.
3. Ensures that modernization efforts improve timeliness and quality of data, better coordinate data activities and systems, reduce data burden, and integrate emerging technologies.
4. Researches, identifies, and acquires quality, actionable public health data through data use agreements or technical solutions.
5. Uses analytics to train and produce materials to help others understand and address gaps in data or data management processes.
6. Coordinates with health department senior leadership to support the data standards, architecture, and dictionaries for shared language.
7. Manages informatics Capacity Building working with BSA's and senior leadership.
8. Chairs the Informatics Workgroup and participates in committees to identify any additional internal and external stakeholders, data requirements, and needs.
9. Oversees and assists staff across programs to ensure effective and efficient use of existing and/or evolving internal or external data sets and standards.
10. Develop and manages project specifications, objectives, key results, technical design, and requirements.
11. Sets project timelines, milestones, and deadlines and documents limitations with recommendations.
12. Coordinates work with cross-functional team leaders and monitoring and reporting on project status.
13. Assigns tasks to staff consultants and supervise work.
14. Performs other related duties as required or directed.

1. Excellent writing skills for the creation of operational documentation of software systems.
2. Knowledge of how to apply software and hardware to meet the operational needs of the user.
3. Knowledge of systems and programming using random access and communications equipment.
4. Knowledge of large-scale computer operating systems.
5. Ability to solve problems as related to systems.
6. Ability to communicate orally and in writing technical and non-technical information for users and management.
7. Demonstrated skills in one or more languages (.NET or JAVA, Crystal Reports, and C).
Special Requirements
1. Must possess a valid Tennessee driver's license or secure one by the date of employment.
2. Must have access to an operable automobile and meet county requirements for automobile insurance upon the date of employment.
3. May be required to travel to other Shelby County offices.
