Under limited direction, to perform purchasing related work; to procure goods and services in compliance with the competitive bidding requirements specified in the City's Purchasing Code, along with State and Federal laws; and perform related work as required.

Purchases supplies, materials, equipment, and services within budgetary and legal limitations; determines and evaluates appropriate procurement requirements; reviews, develops, and processes requests for qualifications (RFQs), requests for proposals (RFPs), and requests for formal and informal bids; performs the more complex purchasing duties; processes purchase orders and contracts in a timely and accurate manner in accordance with appropriate cost and value parameters, procurement authorizations, applicable laws, regulations, policies, procedures, and ethical standards and guidelines, and incorporates and negotiates appropriate terms and conditions; develops bid specifications, RFQs, RFPs, and contracts for the procurement of general and construction-related goods and services, and negotiates and incorporates appropriate contract terms and conditions; performs price, cost, and value analyses of bids, quotes, and proposals to determine which responses best suit the City's needs; prepares and maintains appropriate documentation for submittal of award recommendations; monitors the status and compliance of bids, purchase orders, and contracts throughout bid and contract periods; interprets, explains, and provides technical expertise and guidance to City staff, contractors, and vendors regarding the acquisition of services, equipment, and supplies; analyzes emergency purchasing requirements accurately and quickly and take effective courses of action; develops recommendations on purchasing and material management issues, and negotiates and resolves conflicts with vendors and contractors to ensure accurate, cost-effective, and timely receipt of goods and services; act as lead to other purchasing staff; has input in evaluation of other purchasing section employees; performs the duties of Buyer I; drives on City business.

Employment Standards:

Knowledge of principles and practices of purchasing and material as utilized in competitive bidding and procurement, including procurement under the California Uniform Public Construction Cost Accounting Act; contract administration and construction methods; legal requirements of purchasing including pertinent Federal, State, and local laws, codes, and regulations; supplies and equipment frequently used by municipalities; contract negotiation, mediation, and conflict resolution methods and techniques; spelling, grammar, and punctuation.

Skill in effectively communicating and interacting with others; tactfully dealing with sensitive and complex issues and situations; understanding and following written and oral instructions; presenting proposals and recommendations clearly, logically, and persuasively; organizing and prioritizing assignments; preparing staff reports; operating modern computers and related software.

Ability to organize, set priorities, exercise independent judgment, and make decisions based on accurately derived data; compose routine business correspondence and organize and present analytical data; interpret, apply, and explain City purchasing rules, regulations, policies and procedures; evaluate contracts, agreements, bids, and subsequent documents, analyze alternatives and make sound recommendations for improvement and effective courses of action and awards; locate sources of information regarding supplies, equipment, and market trends; learn technical purchasing needs; prepare purchasing specifications; communicate effectively, both orally and in writing; prepare, maintain, and accurately complete records; ensure compliance with local, state, and federal regulations and codes; establish and maintain effective working relationships with vendors, supervisors, fellow employees, and the public.

Education/Training: Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, or related field, and two years of professional purchasing experience, preferably in public sector contract procurement, or purchasing in federal, state, or local government agencies. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

License & Certificates: A valid California Class C driver's license or equivalent at time of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

Desirable Qualifications: Possession of a Certified Professional Public Buyer (CPPB) certificate from the Universal Public Procurement Certification Council; possession of a Certified Public Purchasing Officer (CPPO) certificate from the Universal Public Procurement Certification Council.
