Big Passions.Pay:$23.35 - $29.19Under the general direction of the Director of Administrative and Contractual Services, the Buyer II performs specialized procurement duties and administrative work that requires familiarity with commonly-used concepts, practices and procedures within the government procurement field. The position is responsible for purchasing and negotiating materials, equipment, supplies and services from suppliers according to Florida Laws and County policies and procedures.Essential Duties and Responsibilities:
  • Assists with writing, preparing, and analyzing written bid invitations, preparing and obtaining quotations and requests for proposals in accordance with bid procedures and Florida Laws.
  • Assists with reviewing and processing requisitions; prepares and issues purchase orders for County departments.
  • Performs all duties and tasks associated with the pre-award, award and post-award phases of the bid and proposal process.
  • Facilitates pre-bid/proposal conferences, openings, and evaluation committee meetings.
  • Evaluate supplier quotes and qualifications to determine the most desirable suppliers.
  • Reviews and edits bids, plans, and specifications for services performed by outside consultants.
  • Researches and develops specifications and estimated usage levels for supplies and equipment to support procurement on a consolidated, Countywide basis; completes research through direct communication with County personnel, use of historical County records, search of industry data, and use of other relevant data sources.
  • Communicates directly with suppliers regarding alleged discrepancies, non-performance, and bid protests.
  • Exercises judgment in the appropriate use of available solicitation methods and resources to complete procurement activities.
  • Performs all duties and tasks associated with annual price agreements utilized by the County, including compliance monitoring, renewals, and updates.
  • Analyzes pricing on State of Florida and other governmental agency contracts; verifies sole source and emergency purchases and maintains records of same.
  • Assists in providing County staff with training in procurement policies and procedures and related contract administration
  • Prepares or assists in the preparation of legal notices, coordination of legal advertisements and formulation of Board agenda items for bid awards as needed.
  • Performs supervisory duties as assigned.
  • Performs other duties as assigned.
Minimum Requirements:
  • Associate degree or equivalent course work in Business Administration, Public Administration, Accounting or closely-related field.
  • Bachelor's degree in Business Administration, Public Administration, Accounting or closely-related field (Preferred).
  • Minimum of three years of experience as a buyer or equivalent position.
  • One or more of the following certifications (Preferred; may be required within a specified period of time from date of hire):
    • Certified Professional Public Buyer (CPPB)
    • Accredited Purchasing Practitioner (APP)
    • Certified Purchasing Manager (CPM)
    • Certified Public Purchasing Officer (CPPO)
  • Valid State of Florida Driver's License.

  • Horizontal & Vertical Construction Knowledge.

Must be able to exchange accurate information in these situations.Must be able to perceive, inspect, assess, and compare data and utilize data in compiling and presenting reports.Occasionally moves boxes and/or files weighing up to 10 pounds.The worker is subject to indoor office conditions which may risk exposure to dust.
