Work Performed:
Under the supervision of a Purchasing Department Supervisor, is responsible for purchasing and procuring parts, tools and material at prices most economical to the Company and in accordance with established schedules. Follows prescribed Company policies, Departmental procedures and sound procurement practices to perform all phases of procurement activities. As a Company representative, consistently uses judgment, tact, and diplomacy to assure harmonious relations between sub-contractors and/or vendors and Bell Helicopter Company.
More specifically reviews Purchase Requisitions for correctness and completeness. Screens same to insure items are not available within the plant or suggests available substitute. Initiates immediate action on each Purchase Requisition assigned and assumes responsibility from start to completion.
Locates and selects sources capable of performing type, quantity and quality of work involved in each procurement so that a proper flow of parts with a minimum of shortages or delays will result. Obtains quotations from prescribed number of capable sources and negotiates various phases of procurement Problems which may arise. Obtains necessary Company and/or Military approvals and issues Purchase Order to selected source.
Incumbent generally coordinates activity between sub-contractor or vendor and the Company to assure performance by sub-contractor or vendor in a manner most advantageous to Bell Helicopter Company and coordinates various Company activities affecting performance of a sub-contractor or vendor.
Maintains accurate records of each procurement transaction as prescribed by Departmental procedure. Makes periodic review of status of each item and vendor's position, making adjustments as necessary. In case of delinquent delivery or shortages may furnish technical information and suggestions to facilitate their production, or may tactfully but firmly take proper corrective action. May make personal visit to vendor's facilities on critical problems.
Directs activities and/or assigns work as necessary to Assistant Buyers and clerical personnel.
Four years of college, majoring in Business Administration, procurement, marketing, finance, commerce or related studies, or equivalent in specialized procurement courses or training, plus four years of experience in responsible procurement activity, one year, which must have been in the aircraft industry, or three years experience as an Assistant buyer at Bell Helicopter Company.
