The incumbent is responsible for providing technical advice, managing, and supervising a team of engineers, technical, professional, paraprofessional and clerical support personnel in the administration of the Capital Improvement Program, and attending meetings and conferences as the City's representative on matters related to the Capital Improvement Program. Examples of Duties
- Manages the Capital Improvements division to prepare the annual Capital Improvements Program budget and in-progress projects list by performing an analysis to include, but not be limited to: cost estimates of existing and future projects, program budget forecasting, staff workload capacity, and project timeframes for water, sanitary sewer, drainage, roadway, transportation, and building projects.
- Supervises contractors in the preparation of scope of work for professional services including the design for water, sanitary sewer, drainage, roadway, transportation, and building projects. Ensures sufficient funding is available for projects prior to issuing notice-to-proceed.
- Establishes professional service schedules and budgets. Inputs schedules and budgets into City project management program.
- Monitors and evaluates projects and project processes at varying stages (e.g. planning, design, construction) to recommend amendments and strategies to ensure high quality, cost-effective, and on-time project completion.
- Monitors funding for City CIP projects including programming of the budget and appropriations
- Prepares reports to provide management with useful information on the status and health (budget and schedule) of each individual project as well as the overall Capital Improvements Program.
- Prepares productivity and informational reports, City Commission and Purchasing memorandums, and general correspondence with the public as applicable.
- Assists in monitoring encumbrances and transfers. Closes out project accounts per established City of North Miami Beach procedures. Monitors and maintains records to track project funding sources, allocation of funding for various project costs and identifying project surpluses or shortfalls.
- Reviews plan preparation for roadways, water distribution, sanitary sewer systems, drainage systems and other municipal infrastructure through professional consultants.
- Provides oversight to ensure the review of engineering plans, specifications, and estimates for City projects to ensure compliance with codes, regulations and design standards, ease of construction, value engineering, and long-term durability and ease of maintenance. Communicates consolidated comments to design consultants and recommends corrections. Ensures all review comments are adequately addressed.
- Assists in preparation of specifications and bid documents for City projects using professional consultants or in-house staff.
- Develops Requests for Proposals (RFP) and Intents to Bid (ITB) for services and products
- Coordinates with Procurement Services, Risk Management and City Attorney on the drafting of contracts
- Responds to and resolves difficult and sensitive developer/citizen inquiries and complaints.
- Coordinates and facilitates meeting with business owners, property owners, and residents impacted by projects.
- Ensures the City of North Miami Beach receives the maximum permissible reimbursement for design and construction efforts.
- Supports strategic planning for the program and division
- Performs related work as required.

- Bachelor's degree in Business Administration, Public Administration, Urban Affairs, Architecture, Civil Engineering, Economics, Finance, or a related field. A Master's degree may be preferred in one of the aforementioned areas.
- Eight (8) years extensive experience working with large capital improvement programs and a proven track record as a high-level administrator, preferably in the government sector. Thorough four (4) years' supervisory and management experience is also required.
- A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
- Must possess an active certificate of registration as an Engineering Intern (EI), or Professional Engineer (PE), or Miami-Dade County General Contractor (GC) license.
PRINCIPAL SKILLS AND KNOWLEDGE REQUIRED
- Knowledge of principles and practices of civil engineering.
- Ability to interpret and apply federal, state and local policies, procedures, laws and regulations.
- Familiarity with Federal, Regional, and State policies on reimbursable projects.
- Knowledge of Land surveying practices, laws and procedures. Familiarity with grant writing and reporting.
- Knowledge of current methods, equipment and materials used in public works construction.
- Knowledge of computer aided design and drafting - specifically AUTOCAD.
- Knowledge of pertinent federal, state and local laws, codes and regulations pertaining to public works design, construction and civil engineering. Demonstrated ability in designing water, sanitary sewer, street and drainage improvement projects. Demonstrated ability to prepare clear, concise and accurate reports and presentations.
- Considerable analytical skills; ability to solve problems, exercise sound judgment and initiative; ability to work independently.
- Ability to establish and maintain effective working relationships with other employees, developers, agencies, public officials and the general public.
- Ability to meet with citizens and handle customer complaints.
- Ability to communicate effectively both orally and in writing; ability to make public presentations.
- Ability to manage, direct and coordinate the work of consultants.
- Ability to implement goals, objectives, and practices for providing effective and efficient project management services.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Ability to work weekends and evenings as necessary.
