Salary : $45,281.60 - $54,329.60 Annually Location : Ruidoso, NM Job Type: Full Time Job Number: 101724-CPC Department: FINANCE DEPARTMENT Opening Date: 10/17/2024 Classification Summary The Capital Projects Coordinator is responsible for assisting the Capital Projects Manager with overall coordination of capital projects. Under limited supervision, assists in all aspects of the capital projects process. Regular work hours are Monday thru Friday 8:00 am to 5:00 pm; however, this schedule may be adjusted based on needs of the department and supervisor. Extended hours may be required. This position must be able to comply with flexible work schedule as established by supervisor or management. This position exercises discretion and independent judgment in performing this job. Job Title Summary The Capital Projects Coordinator assists with the coordination of activities and programs primarily for) capital projects including, but not limited to, construction projects, resource development projects, capital planning and maintenance. Performs construction management and contract administration. Coordinates with the Capital Projects Manager with the overall process of capital projects from budget and planning through construction. Assist with the coordination and administration of federal and state grant funds and projects and shall manage all financials in accordance with audit standards and regulations deemed by the funding agency. Assist in the review and analysis of capital projects budgets and monitors spending trends and balances to ensure proper use of public funds. Duties and Responsibilities
  • Assist Capital Projects Manager with overall Purchasing functions such as; reviewing requisitions, issuing PO's, handling procurement, reviewing certified wages, applying for wage decisions, etc.
  • Maintains rapport with the private engineering sector and retains and coordinates consultants to accomplish tasks.
  • Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Operation of a personal computer using word processing, spreadsheet, database, engineering, and computer mapping software; calculator; thermometers.
  • Internal: Works with department managers and staff on construction and maintenance projects. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: Works with vendors and contractors to ensure utility construction and maintenance projects are completed per specifications. Presents a friendly, courteous image for the Village to the general public, customers, and public officials.
  • Assists with managing project budgets, facilitates solutions to construction issues and negotiates with other departments and agencies regarding construction issues. Coordinates capital construction design, estimates, and construction schedules to comply with regulations and permit requirements. Researches and prepares technical reports and responds to regulatory agency citations and inquiries.
  • Participates in the development and administration of the department budget.
  • Composes correspondence to policymakers, lending institutions, bonding companies, contractors, developers, and regulatory agencies.
  • Receives citizen complaints and take appropriate action; represent the Village at conferences and meetings with other agencies and with private organizations.
  • Assists with procurement activities for capital projects
  • Excellent customer service skills, establishes and maintains effective working relationships with other employees, officials and vendors including, but not limited to, contractors, engineers, and suppliers.
  • In absence of the Purchasing Agent will assist with the pre-solicitation and pre-construction meetings.
  • In addition, the position will assist the Purchasing Agent with the overall process of procuring supplies, materials, services and capital purchases, on a limited basis.
  • Prepares the bi-weekly capital projects meeting agenda and any supporting documentation.
  • Checks documents for accuracy and completeness.
  • Organizes own work, set priorities and meet deadlines.
  • Maintains confidentiality of customers, co-workers, management, and other employees.
  • Notifies the Capital Projects Manager and/or Finance Director of any real or perceived problems related to the department.
  • Demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with customers, other staff, vendors, and monitors/auditors.
  • Responsible for Maintenance and upkeep of assigned section vehicles.

  • Must maintain a high level of computer abilities and keep up with changing technology.
  • Coordinate assigned activities with other departments, agencies, and organizations.
  • Completes and verifies that personal timesheet is prepared accurately, timely, and ensures time is reported based on actual time worked.
  • Adheres to all Village of Ruidoso's policies not limited to IT, and Personnel Manual
  • Reports any suspected fraud and/or abuse to the Finance Director.
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Ensures any reports of harassment are immediately reported so appropriate actions are taken
  • Performs well in a proactive and reactive mindset.
  • Attends meetings, trainings, and workshops as required or necessary.

Physical Demands
  • The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustments of office furniture.
  • Frequently required to sit, talk, and hear.
  • Frequently required to stand, walk, use hands to finger to handle or operate objects, controls, or computer or office equipment.
  • Occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch, and crawl.
  • Occasional pushing, pulling, lifting and/or moving up to 25 pounds.

Work Environment
  • Possess ability to adapt to inclement weather conditions and/or situations.
  • May be called in after hours when needed.
  • Noise level could be moderate to loud in work environment.
  • While performing the duties of this job, the employee works in a business office setting and required to work in the field. While on project sites, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions and moving mechanical parts and/or machinery. The noise level in the work environment is usually quiet but may become loud on project site. The employee occasionally works in precarious places and is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet in the office and moderate to loud in the field.
Travel Requirements
  • Limited travel - ability to travel for activities such as classes, and workshops in and out of the service area.
  • Overnight travel as required.
Minimum Qualifications
  • Experienced in project administration/management preferred.
  • Must have a High School Education or equivalent.
  • Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Must be able to pass a credit check
  • Must be able to pass regular criminal history checks.
  • Must be willing to take and pass a drug/alcohol test and comply with Village Drug Free Policy.
  • Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
