Position Reports to:: The Director of Economic and Sustainable Development Supervises Staff:: Yes Description Position will start in 2025 Incumbent provides leadership and coordination for the planning, design, and construction processes for capital improvement projects for the City of Bloomington. Projects range in scope and are overseen from initial phases through completion. This position works in collaboration with many departments, commissions, outside partners, and vendors to ensure that project objectives, budgets, and deadlines are met, and that projects are completed to City of Bloomington standards. Incumbent serves as point person for all contractors and internal stakeholders as well as a range of boards and commissions. Projects can be highly visible community projects and have a large variety of stakeholders with individual political, economic, and neighborhood agendas. Duties This job description is illustrative only and is not a comprehensive listing of all job functions performed. The following are essential duties for this position, performed with or without reasonable accommodation: Essential (primary) Conducts short-range ( 3 year) and long-range (10 year) capital project planning, including defining the scope of projects, establishing budgets, and prioritizing the needs of the City. Plans and schedules all aspects of multiple capital improvement projects. Serves as City representative regarding capital improvement projects led by partner organizations. Drafts RFQs, RFPs and obtains necessary quotes to ensure competitive bidding. Initiates, negotiates, and manages consultant contracts. Approves payment applications and ensures documentation is correct. Ensures compliance with City standards and processes and completion of design and environmental reviews, right-of-way and permit acquisition, and other work. Coordinates bidding and contract awards, supervises construction, and monitors project closeout. Creates and monitors budget and financials in collaboration with the Controller. Schedules and coordinates activities between various parties, planning and developing projects, and negotiating contracts and schedules. Leads interdepartmental coordination and communication with consultants. Prepares and conducts briefings and presentations on projects and controversial issues to City staff and City Council, boards and commissions, community and neighborhood groups, and other parties. Works with communications and public engagement staff throughout the City to execute the public outreach process, incorporate climate and social justice initiatives, update websites, and inform constituents. Non-Essential (secondary) Leads tours of projects with City officials and constituents as needed. Performs related and all requested duties as assigned. Serves as the City representative with outside agencies, special interest groups, and the public. Functions as Deputy Director of Economic and Sustainable Development when the Director is unavailable. Job Requirements Minimum knowledge equivalent to a bachelor's degree in Construction Management, Architecture, Engineering, Public or Business Administration, or a closely related field. Three years of capital project or construction management or related experience, preferably in a governmental setting. Knowledge of engineering and architectural design principles, practices and procedures, estimating techniques and project accounting, construction methods and the principles, methods and practices of project management. Knowledge of laws, rules, regulations and codes applicable to public works construction and general construction industry standards and practices. Ability to articulate project changes, disputes, and unforeseen conditions to contractors, City staff, City Council, relevant boards, and the public as needed. Knowledge of public relations and business and political protocol. Ability to problem solve. Ability to use office technology and software such as Microsoft Office, Google Workspace, etc. Prior experience with project management software required. Difficulty of Work and Personal Work RelationshipDifficulty of Work Incumbent performs most duties in a modern office environment with no unusual physical demands. Fieldwork entails exposure to all types of weather and active or hazardous construction sites. Personal Work Relationships Incumbent needs to communicate clearly and concisely, orally and in written briefings and reports, The Incumbent maintains regular contact with the ESD Director and staff, engineering staff, Planning & Transportation staff, Utilities staff, the Office of the Mayor, other City employees, contractors, consultants, elected and appointed officials, and members and organizations of the general public for a variety of purposes. Furthermore, the Incumbent exercises sound judgment and discretion in communications and interactions with City officials, contractors, consultants, and the general public in a tactful and courteous manner and present a positive image for the City during varied situations and circumstances. Employees may contribute additional pre-taxed dollars to a 457(b) Deferred Compensation Plan account to supplement their retirement earnings. The City will contribute double the amount of the employee's 457 (b) contribution to a 401(a) account up to $30 per pay.
  • Health, vision, and dental insurance premiums are subsidized by the City and are available on day one of employment to regular employees. Employees may elect the High Deductible Insurance plan with the City providing an HSA contribution and if the employee is a non-smoker or participating in the Tobacco Cessation program, the employee only plan is at no cost to the employee.
  • Employees and their dependents (ages 3 and up) who are on the City's health insurance may utilize the City Employee Health Clinic.

  • Employees may receive over $2,400 per year in HSA contributions and wellness reimbursements, insurance discounts, and incentives.
