Job SummaryThe employee in this class performs construction management/ engineering work and oversight in the planning, review, design, construction, inspection, and development of capital infrastructure. Work requires the exercise of independent judgment and discretion, and analytical and management skills in performing diversified duties. The employee may exercise supervision over technical, professional, and support staff and management of consultants. Must be self directed, a team player who is able to provide assistance and support to both internal and external customers while maintaining a positive attitude. This position reports to the Director of Water Resources. Essential Functions:These are intended only as illustrations of the various types of work performed. - Assists in administering contracts for, and reviews the design of, capital improvement infrastructure projects by consultants
- Conduct construction inspections on capital improvement infrastructure projects
- Provide Director and Key Stakeholders updates on projects and unforeseen problems and negotiate change orders with contractors and/or consultants
- Meets and confers with consultants, contractors, co-workers, and the general public regarding engineering and capital projects
- Reviews building and engineering designs for conformance with the capital improvement master plan
- Performs construction administration and professional construction inspection duties such as tracking and expanding project requirements
- Handle business and project issues proactively and escalates appropriately
- Enforces applicable construction codes and standards
- Prepares concise and accurate material takeoffs, cost estimates, reports, and project updates
- Provides updates of databases for tracking capital improvements, project budgets, and warranty information
- Negotiates prepares, and issues contract bid documents
- Works collaboratively with design and engineering managers to ensure projects are designed, procured, and constructed within the boundaries of the county's best practices
- Inspects construction work in all phases of construction to ensure quality and completeness
- Prepares plans, specifications, and cost estimates for construction, renovations, alterations, and major maintenance projects
- Administers and manages the reporting and administration for various grants in areas of responsibility
- Provides engineering and other technical assistance to plan, operate and maintain facility infrastructure
- Makes recommendations concerning design, repairs, and funding matters regarding construction alternatives
- Maintains contact with state officials, engineers, technical representatives, contractors, and architects relative to capital infrastructure projects; examines and checks to build plans and calculations for completeness and compliance with applicable codes
- Prepares reports and records; may assist in certain administrative functions such as research and analysis of codes
- Plans and participates in the design, construction, maintenance, and operation of special projects and capital improvements
- Applies construction management scheduling and budget software to capital improvement infrastructure and special projects as assigned
- Assists the Deputy Director in developing project cost estimates and budgets for capital and special projects as assigned
- Assists in the development of accurate records for purchases and expenditures in the department
- Knowledge and thorough understanding of construction materials, inspection, sampling, and testing
- Ability to utilize construction I design software and its application to personal computers such as project management software, scheduling, computer-aided design (CAD), and other related project management and construction software
- Ability to read and interpret construction plans and engineering drawings and ability to Interpret legal descriptions, plat, and other references
- Ability to make written and oral presentations related to capital infrastructure
- Ability to analyze situations and make recommendations in such areas as capital improvement facility design, facility construction, and materials to be used
- Ability to maintain effective working relationships with colleagues, customers, contractors, and representatives of other government entities
- Ability to demonstrate skill in developing and facilitating cooperation, pride, trust, and group identity
- Ability to demonstrate a high level of initiative, effort, and commitment toward completing assignments efficiently and working with minimal supervision
- Ability to sit, stand, walk, bend, and stoop, and to traverse construction and building sites occasionally through rough terrain
Additional Duties:Employees in this classification may be expected to perform related duties as required by proper authority. Knowledge, Skills, and Abilities
- Knowledge of and ability to apply engineering and construction management techniques, principles, and practices to projects
- Knowledge and experience in field surveying
- Knowledge and experience in field layout, construction management inspection, and ability to administer construction contracts
- Knowledge and skill in construction engineering
- Knowledge of building codes and standards including the southern building code and the Americans with Disabilities Act (ADA)
Working ConditionTypically performed in an office environment but also requires field visits - sometimes during inclement weather Minimum Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or a closely related field,
- Eight (8) years of progressively responsible experience performing construction administration, project management, and/or engineering work at the project manager, project engineer, or construction management level.
- Professional-level work experience should be concentrated in the area of water and sewer infrastructure, utilities, or related capital infrastructures.
- Equivalent combination of education and experience
- Must have a valid State of Georgia driver's license.
