Job Description:

The Capital Services Project Manager II will perform professional project management and related work for the County with limited supervision. The work involves the application of project management principles and concepts to effectuate completion of capital improvement projects. Overall goals are set and the worker determines the specific tasks and conducts appropriate action to be performed, independently handling new, unusual problems and deviations encountered in the work. Reviews and evaluates projects for conformance with local regulations, standards and specifications as well as state and federal regulations.

Essential Job Functions Applies standard project manager practices to oversee the successful completion of capital improvement projects throughout the various stages of the projects' life cycle.

Manages various types of projects to include roads, storm drainage, storm water management, vertical, water, sewer, solid waste, and vertical projects.

Prepares project special provisions/scopes and develops Request for Proposals and Invitations to Bid.

Examines projects scopes, drawings, specifications, schedules, and related materials and conducts relevant research to effectively manage the project expectations of various entities including design professionals, contractors, stakeholders, and counterparts within the County.

Maintains project files and prepares project progress reports.

Prepares and conducts various types of presentations.

Discusses and resolves problems and issues with design engineers and contractors arising during design phases and construction of the projects.

Represents the County with designers and contractors during the planning, designing and construction phase of projects.

Performs field visits and site inspections as necessary as possible. Interprets and apply applicable ordinances, rules, regulations, standards and specifications and details to engineering and related situation.

Prepares exhibits drawings for Right of Way if it needed with some projects. Uses CAD and GIS to produce drawings, exhibits, and CIP Maps for various projects, and tasks.

Prepares ITB documents and other items needed by purchasing.

Reviews and recommends actions on estimates, change orders, and field orders.

Coordinates construction inspection of finished projects. Inspects projects for adherence to plans, specifications, and standards.

Signs vouchers and recommend for payments. Inspects projects for adherence to plans, specifications, and standards.

Maintains records and prepare reports, also prepares related reports including graphic materials, maps, and other illustrative materials if necessary.

Coordinates with all the Utility Companies with facility in Charles County Government and with Signs Contractor that provides Projects' Signs to each new construction projects on different job sites under Capital improvement projects. Also, that includes the identification, logging, recording and approval for manufacturing and progress payments for the aforesaid signs.

Assists with the preparation of cost estimates and contract addenda. Prepares scope of work for reforestation projects, and the inspection of the project's implementation.

Responds to inquiries from public, developers, engineers, landowners, and others involved in infrastructure regarding procedures, compliance issues and related matters.

Manages projects such as traffic signals, various pedestrian and bicycle facilities especially sidewalks and ramps, roads, reforestation and conservation, shoreline restoration, stream restoration, stormwater management implementation and ponds, drainage renovations, etc.

Prepares graphic materials for presentation if necessary. Reviews contract documents and plans for technical merit and construction feasibility.

Ensures that all necessary permits are obtained. Established and maintains an effective working relationship with others encountered in the work to achieve results that are in the best of the organization.

Prints on scale drawings or plans or plats for the Right-of-Way (ROW) agents. Maintains records and prepares related reports and correspondence.

Assists supervisor or the chief in developing and or manufacturing of maps, graphic materials for presentation if deemed necessary.

Assists in preparation of Request for Proposal, Invitations for Bid, Special Provisions, and contact documents.

Performs other related job duties as assigned.

Education and Experience:

Associate degree in related field. Five (5) years of experience; or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid driver's license.

Special Requirements/Qualifications:

Subject to work beyond the normal scheduled hours of work.

This position is required to receive climate competency training at level 2.

Knowledge, Skills and Abilities:

Able to read and interpret construction drawings. Able to understand the contract documents and scope of work to ensure that both the contractor and the customer meet their obligations. Able to work in a team setting. Able to communicate effectively orally and in writing. Able to manage time. Computer software Microsoft Office Suite, Windows 10
