Job Description:

As a member of the Child Abuse Prevention Treatment Act (CAPTA) Home Visitation Program, the CAPTA Counselor provides support to substance-affected infants and families in maintaining permanency by providing in-home services and assistance to ensure the child safety and welfare, health, and well-being, while attempting to strengthen and preserve the child's family. KEY RESPONSIBILITIES include, but are not necessarily limited to:

  • Conduct assessment including review of referral information, identifying, and engaging key participants, identifying systemic risks and protective factors, and developing an analysis of the problem behaviors within the ecological context and program model process.
  • Engage primary caregiver and other key participants in active change-oriented treatment by identifying and overcoming barriers to engagement.
  • Make appropriate treatment and service recommendations to ensure ongoing safety of the family at the completion of the CAPTA Home Visitation Program.
  • Complete and implement the Plan of Safe Care (POSC) for all substance-affected infants and their families.
  • Establish and maintain effective working relationships with community partners including hospitals, MAT Clinics and other treatment providers, OB/GYNs, midwives, pediatricians, child protective investigators, county health departments, or any other community or state entity providing referral services.

  • Possess knowledge of at-risk adolescents, troubled youth and their families.
  • Ability to work well with youth, families, staff and agencies.
  • Ability to maintain a professional working relationship with outside agencies.
  • Have administrative abilities and be detail oriented.
  • Models' dependability, flexibility, initiative, organizational skills, solution-focused thinking and follow through, and cooperation.
  • Possess excellent verbal and written communication skills.
  • Ability to interpret, adapt and apply guidelines and procedures.
  • Ability to work independently and utilize initiative, ability to be organized and to meet deadlines.
  • Ability to react calmly and effectively in emergency situations.
  • Work to continue personal competency through education, outside literature, seminars, etc.
  • Computer experience and competency in a Windows environment, Microsoft Office (Excel, WORD, Outlook, Mindshare, FSFN); ability to learn and utilize other software programs.
CERTIFICATES, LICENSES, AND REGISTRATIONS: This position requires the following credentials:
  • Valid state driver's license in good standing.
  • Required vehicle insurance.
EDUCATION / EXPERIENCE: Level I: Bachelor's degree from an accredited university or college with a major in the field of counseling, social work, psychology, nursing, rehabilitation, special education, health education, or a related human services field; and two (2) years of professional experience in the field of child welfare or social services. -or- Level II: Master's degree from an accredited university or college with a major in the field of counseling, social work, psychology, nursing, rehabilitation, special education, health education, or a related human services field and two (2) years of professional experience in the field of child welfare or social services.
