Shaver Transportation is a tugboat company located in Portland, Oregon. We are now looking for Tugboat Captains to join our team of experienced professionals. Captains at Shaver Transportation are responsible for the safe and efficient operation of our vessels. We have a fleet of 14 tugs and sixteen barges that are primarily engaged in the transport of grain on the Columbia/Snake River system, as well as ship assist work in the ports of Portland/Vancouver and Longview/Kalama. A Master's License with a Master of Towing Endorsement is required. Must have ability and desire to work on short notice and on all days/hours

DUTIES The Captain is responsible for completing vessel inspection forms and conducting vessel inspections. Conducts Safety Meetings and Drills and fills out Safety Meeting or Drill Report. Captain / Relief Captain (Pilot) A. AUTHORITY 1. The captain / relief captain (pilot) shall be responsible for the vessel, crew, and tow. 2. The captain / relief captain (pilot) shall maintain a valid license, at a minimum, a Master of Towing on inland waters or an equivalent level of license; B. RESPONSIBILITY 1. General Responsibilities a) The Captain is responsible for the safe and efficient operation and performance of his crew, vessel and tow, and for ensuring that the equipment is kept neat, clean, and in good working order. The Captain must also ensure that company policy, rules, and regulations are followed. b) The Captain must report to the office all violations of Shaver Transportation policy or violations of federal, state, or local laws. 2. Personnel Responsibilities a) The Captain must instruct every crewmember to be courteous to all people at docks, locks, moorages, and aboard ships. b) The Captain must ensure that all crewmembers are familiar with their respective stations and duties as per the vessel station bill in case of an emergency. c) Either the captain or pilot will be on watch at all times. The captain or their relief shall have responsibility for maintaining a continuous communication with dispatch using the company communication system. 3. Equipment Responsibilities a) The captain must make frequent, regular inspections of crew quarters, heads, galley, and all other areas of the boat and tow to ensure neatness, cleanliness, orderliness, safety and proper maintenance. b) The captain must ensure that all barges are in navigable condition and must report any deficiencies to the office. Damaged or endangered barges must be reported immediately, and appropriate measures taken to ensure their safety.Operational Responsibilitya) All captains of Shaver Transportation Company shall perform the usual and customary duties of a person employed in their capacity in the Columbia River and Tributaries towing industry. It is the intention of this description to provide a guideline for minimum procedures of the wheelhouse employees at Shaver Transportation Company. b) The English language will be used for all permits, plans, training materials, procedures, signs and placards, or for any communication required by these rules. The English language, written and spoken, is common to all employees of Shaver Transportation Company vessels. c) Captains shall have overall responsibility for the safety of the crew, vessel, and the environment. The Relief Captain (Pilot) shall have responsibility for the safe operation of the vessel while on watch and will follow the directions of the captain issued under his license authority. d) All captains shall participate in training and educational programs required by the company e) All captains shall maintain ALL licenses and certificates required for a person employed in their capacity in the Columbia River and Tributaries towing industry. Captains are responsible for the following i) Checking that all fire extinguishers are recharged or refilled as required for each type of extinguisher; ii) Having a fire hose with a nozzle at each fire station; iii) Ensuring that de-watering pumps are on board the vessel and ready to use; iv) Having an adequate number of approved life preservers in good condition on board; v) Ensuring that there is an adequate quantity of first aid supplies onboard the vessel; vi) Ensuring that all crewmembers are familiar with the location and use of the first aid guide vii) Ensuring that all crewmembers are capable of using the firefighting equipment available at their assigned stations; viii) Ensuring that all crewmembers are properly trained in emergency procedures, including fire drills and abandon-ship drills; ix) Inspection of the skiff for seaworthiness, if the vessel is so equipped; x) Ensuring that all crewmembers are familiar with the contents of the Deckhand's Manual and the Safety Management System regulations, and that all crewmembers adhere to these regulations; 6. In addition to the responsibilities above, captains are responsible for making sure all sections of the Safety Management System are followed by the crew. 7. The captain, or his relief (pilot), must ensure that the deckhand stands the proper watch and performs the proper duties. QUALIFICATIONS Must be physically able to perform the duties outlined above to the standard set by the U.S. Coast Guard. All Captains are required to acquire and maintain a valid License and as part of the application process for obtain such credential, pass a physical examination. This position is subject to the U.S. Dept. of Transportation regulation on drug testing for use of illegal drugs. Must be compliant for all requests for pre-employment, post-accident, random, and for cause drug screening. Positive drug screens will be handled pursuant to U.S. Coast Guard regulations. Must have a valid driver's license. Physical Standards 1. All pilothouse personnel are required to communicate with other vessels, Coast Guard stations, Corps of Engineers lockmasters and their own crewmembers. Communications may be made via a VHF radio, orally, by sound signals or by hand signals. All pilothouse personnel must have hearing that allows them to communicate effectively in the conditions that might be encountered aboard a towboat. 2. Pilothouse personnel must have vision that allows them to safely operate the vessel in situations that are likely to occur when a boat is in navigation night and day, year-round. They must have color vision that enables them to identify navigation lights, signals, and symbols, as well as warning lights or symbols. Their depth perception must be adequate for navigation in close quarters, including lock or bridge approaches. 3. Pilothouse personnel must be capable of ascending and descending stairs or ladders safely, of lifting or moving equipment that may be used while they are aboard the boat, and of performing their emergency duties as listed in the vessel's Station Bill. Pilothouse personnel must know how and when to use the emergency equipment located on the boat. 4. Pilothouse personnel must be able to read well enough to understand Coast Guard Notices to Mariners, Rules of the Road, federal regulations, company directives, Corps of Engineers publications, and river charts. They must be able to write well enough to accurately record all required events in the Captains Report and to communicate as required during their job. 5. Medical facilities are not readily available in many areas along the river system. In some instances, a lengthy delay in obtaining medical assistance may occur. Any crewmember needing medicine or periodic medical treatment is responsible for obtaining that treatment or medicine during his or her time off the boat.
