Job Description:
Anne Arundel County Government is looking to fill a Full-Time, Permanent, Emergency Essential Community Case Manager (Addiction Specialist) in the Department of Health. The Community Case Manager provides assessment and community case management services to the Community Case Management Program DUI/Drug Treatment Court clients according to their needs and the DUI/Drug Treatment Court Program requirements. The position requires knowledge of substance abuse, mental health, and community resources. This position requires that the candidate have a certification by the Board of Professional Counselors as a CAC-AD or CSC-AD. NATURE AND VARIETY OF WORK Work includes partnering with a network of organizations, agencies, and community members, to coordinate a wide spectrum of services to prevent, intervene in, and treat substance abuse problems and disorders. Work all aspects of assigned program or planning, budgeting, grants administration, publicity, education, and training. All work is performed under the direction of the program director. Examples of Duties and Knowledge, Skills and Abilities (Note: The duties and responsibilities enumerated in this class specification are to determine a common set of minimum qualifications and salary levels for all positions in this class. Provide case management services linking DUI/ Drug Treatment Court clients to needed services and Community resources by providing referrals to treatment and other resources to clients based on assessment results using various assessment tools, ASAM-PPC2R criteria, clinical skills, and education. Maintain complete, accurate, and orderly case files in Welligent, SMART, and Re-Connect systems with progress notes indicating client and collateral contacts. Provide accurate, thorough, and timely status reports, Re-Connect check-ins, and SMART Progress reports that include service referrals, drug test results, and other pertinent information to the judiciary. Maintain up-to-date knowledge of drug testing procedures and administer appropriate drug tests, accurately reporting test results promptly. Conducts needs assessments to identify specific risk factors for alcohol, tobacco, and other drug abuse. Creates and administers budget and related grants. Recruits, trains, and manages volunteers; educates, informs, and coordinates parent leaders and groups in effective parent-child relationships and communication. Directs county-wide prevention advisory council; directs discussion groups in awareness of hazards of ATOD abuse. Performs public speaking on abuse prevention; researches develops, and distributes drug and alcohol educational materials through various media. Provides consultation and training to local businesses, industries, and organizations in establishing employee assistance and wellness programs. Serves as liaison to the community, government, and other agencies; refers individuals to appropriate human service programs for assigned patients; monitors drug screens; prescribes drug programs; and obtains insurance authorizations for patients. Respond to call-down drills or actual emergency events as soon as possible regardless of when a message is received. Employee may be designated as an emergency essential employee at the time of an emergency. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of the effects of substance abuse on individuals and targeted populations. Considerable knowledge of the principles and methods of program development, implementation, and promotion. Considerable knowledge of area community resources and access procedures. Ability to plan, organize, and direct programs in abuse prevention. Ability to communicate effectively both verbally and in writing including public speaking before large groups and promotional materials creation. Ability to establish effective working relationships with others to include effective networking with community, school, and business members. Minimum Qualifications Education: Graduation from an accredited four-year college or university with major coursework in counseling, education, or a related field. Experience: Two or more years of experience in counseling or education; and Certification by the Board of Professional Counselors as a CAC-AD or CSC-AD. NOTE: Notes: Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland and have access to a personal vehicle. Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States. For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. Supplemental Qualifications Preference will be given to candidates who possess the following: 1. Knowledge and experience in working with individuals with criminal justice involvement. 2. Experience with treatment and community resources that support recovery from addictive diseases and co-occurring behavioral health disorders. 3. Exceptional organizational, time management skills, and situation-appropriate oral and written communication skills. 4. Experience with technology, specifically Gmail, Google Calendar, and Drive. 5. Possess a motor vehicle operator's license valid in the State of Maryland and have access to a personal vehicle
