12-month position

TITLE: Licensure, Retirement, and National Board Certification Specialist

QUALIFICATIONS:

* Bachelor's degree or graduation from a four-year college or university, preferably with significant coursework emphasis in administration, education, or other related fields.

* Three years of work experience with personnel operations in a school system.

* Effective communication and computer skills.

REPORTS TO: Director of Human Resources

TERMS OF EMPLOYMENT: 12 Months

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Licensure

* Follow all rules, policies, and procedures of Burke County Public Schools, along with state and federal regulations about personnel issues.

* Work cooperatively in a team setting to ensure efficient and smooth administration of licensure procedures.

* Analyze official college transcripts, work experience verification documents, out-of-state licenses, test scores, experience ratings, and other documentation to determine if new employees meet State Board of Education requirements and policies for licensure.

* Have a complete understanding of North Carolina's licensure program, including, but not limited to, the Lateral Entry program, alternative routes to licensure, testing requirements, the Initial Licensure Program, graduate licensure policies and procedures, and renewal requirements.

* Will stay up to date with current requirements in the North Carolina Licensure Manual, State Board of Education Policy Manual, North Carolina Approved Teacher Education Programs Manual, PRAXIS/NTE Testing Bulletins and Guides, and departmentally and section-established policies and procedures, which General Statutes and State Board of Education usually determine.

* Meet with all newly hired licensed personnel to ensure an updated and valid North Carolina Teaching License.

* Request NC Teacher License for new employees.

* Utilize LINQ to process all employees, assuring all necessary data for new licensure employees.

* Request changes to licenses- to add or delete areas, precise provisional, report course work or praxis score, or other experience.

* Assist with requirements for lateral entry.

* Maintain information for teacher certification and verify licensure requirements.

* Inform teachers of their requirements through emails, letters, and phone calls.

* Verify applicants are HQ and have the correct licensure area before hiring.

* Participate in professional development/training to meet state and local requirements.

Retirement

* Have a complete understanding of the North Carolina retirement program, benefit plan policies, procedures, and legal requirements for eligible employees and beneficiaries.

* EE will ensure retirement information is current and accurate.

* Explains retirement benefit plan policies, procedures, and legal requirements to employees and beneficiaries.

* Work closely with the finance department to conduct retirement and benefits-related calculations and analysis, including withdrawal of contributions and deferred pension.

* Maintaining records of participants and beneficiaries, including active, deferred, retired, and separated members.

* EE will conduct group benefits presentations and individual interviews with employees regarding retirement and pension options.

* Ensuring company guidelines and labor law follow retirement plan guidelines. Regulations.

* EE will maintain knowledge of legal and regulatory changes, trends, and other retirement benefits developments.

National Board Certification

* Be familiar with the NBC process, including content knowledge, differentiation in instruction, instructional practices, and the reflection process.

* Understands the loan process the state of North Carolina offers potential NCBT

* Understand the eligibility criteria for state funding of the NBC program

* Understand the eligibility criteria for NBC differential pay.

* Conduct group informational sessions with educators interested in obtaining their NBC.

* Organize and support cohorts of educators throughout the NBC process

Knowledge, Skills, and Abilities:

* Knowledge and understanding of rules and regulations as they apply to teacher certification and other personnel.

* Knowledge of all licensure laws, policies, and procedures.

* Extensive knowledge of office practices and procedures.

* Demonstrate functional knowledge of computers, literate in word processing, spreadsheets, and database.

* Demonstrate functional knowledge of HRMS and ISIS.

* Ability to communicate clearly and concisely, orally and in writing, with teachers, principals, and central office staff.

* Ability to coordinate, plan, meet deadlines and accomplish specific tasks.

* Ability to work independently.

* Comply with confidentiality requirements in local, state, and federal policies and statutes.

* Physical ability (able to exert up to 20 pounds of force occasionally) and dexterity to perform the duties and responsibilities of the job.
