The Department of Citywide Administrative Services (DCAS), Human Capital (HC) Line of Service seeks to appoint a Staff Analyst- Level 02 to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized state-of-the-art automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with all their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.
The Change Management unit is responsible for the creation and delivery of change management and training programs for all NYCAPS users as well as the testing and documenting of new functionality implemented in NYCAPS.
- Analyze and understand existing agency personnel operations and organizational structures to work closely with City agencies and NCC subject matter experts to implement changes to current operating procedures.
- Provide leadership, coordination, and oversight to agency personnel citywide in planning, coordinating, and executing projects such as agency business process re-engineering, system implementation, new releases, and procedural changes.
- Participate in conferences, meetings, seminars, etc. on the planning and development of strategic projects, such as new NYCAPS functionality implementation.
- Recommend new procedure and/or revise current ones; propose and substantiate the need for new and revised agency standards and guidelines related to key agency change management initiatives.
- Conduct studies by analyzing problems, evaluating data, and identifying trends to develop effective solutions that will accommodate agency needs and bring overall cost savings solutions.
- Track projects and perform complex quantitative analysis necessary for recommendations and monitoring of agency performance during change management initiatives. Prepare summary reports comparing agency performance to stated goals and objectives.
- Develop, deliver, maintain, and coordinate Change Management and training programs for NYCAPS users on all NYCAPS related functionality, eHire, ePerformance, etc.
- Design, develop, and deliver instructional tools and work extensively with Adobe Captivate and Adobe Dreamweaver to help ensure up-to-date eLearning content and processes.
- Establish and maintain cooperative relationships with agency personnel citywide.

Qualifications
1. A masters degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in 2 above.
