DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Supervise the daily activities within the environmental wastewater laboratory including but not limited to:
* Performs highly technical chemical analyses using advanced instrumentation in accordance with clearly prescribed procedures and laboratory techniques.
* Manages the Laboratory Information Management System; including building projects, scheduling hotshots, reviewing data, generating reports and facilitating data transfer to third party software.
* Supervises the Sample Administration receipt and documentation process; including receiving samples, logging workorders via Chain of Custody, insuring proper receipt and condition of all samples into the laboratory.
* Conducts primarily Microbiological analyses in addition to routine and non-routine chemical analyses of drinking water, food, sewage waste and industrial waste samples.
* Prepares standard solutions and reagents for use in chemical testing.
* Assists in development and maintenance of safety protocols.
* Maintains inventory; orders laboratory chemicals, equipment and supplies.
* Performs sensitive or special technical assignments as required.
* Designs and implements quality assurance procedures.
* Develops new analytical procedures to expand laboratory capability.
* Directs and participates in applied research projects; writes and edits technical reports of results.
* Directs operations staff as to desired treatment protocol and troubleshoots treatment problems
WORKING CONDITIONS
he position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.
This is a Department of Houston Public Works Emergency Management position at the Tier II Level.EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry or a closely related field, along with a detailed knowledge of water and wastewater treatment practices as well as Federal and State regulations concerning environmental and potable water quality. Should be skilled in the use of personal computers, equipped with commercially available software, for data interpretation, manipulation and report preparation.
EXPERIENCE REQUIREMENTS
Two (2) years of analytical experience, at least one of which involved use of sophisticated electronic instrumentation, in a laboratory or closely related facility are required.
A Master's degree in Chemistry or a closely related field may be substituted for the experience requirement.
LICENSE REQUIREMENTS
None Preference will be given to candidates with: environmental laboratory experience; experience with Promium Element LIMS, and knowledge of water and wastewater treatment practices as well as Federal and State regulations concerning environmental and potable water quality.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.SELECTION/SKILLS TESTS REQUIRED None
However, the Department may administer a skill assessment evaluation.
