The Louisiana Special School District is seeking applicants for the position of

Chief Accounting Officer

This is an unclassified position, located in Baton Rouge, LA. This is a full-time 12 months and 8 hours per day position.

  • A Bachelor's degree in Business Administration, Accounting, or related area plus five years of administrative, supervisory experience in the areas of business administration, facility business management, and/or accounting. School business administration or management experience preferred.
  • A Master's degree in Business Administration, Accounting, or related area will substitute for two years of the required experience.
  • Credentials must include good human relations skills, leadership, and supervisory skills.

Managerial Responsibilities

  • Implement policies and regulations mandated by SSD and other state and federal regulatory agencies.
  • Assist in the development of policies and procedures affecting the school, implement school philosophy and programs, and develop and establish long-range strategic plans.
  • Exhibit knowledge of special education rules and regulations associated with implementation of state and federal laws.
  • Exhibit understanding of children with handicaps and their needs, especially the hearing and visually impaired children served by the schools, and demonstrate awareness of specialists, agencies, and organizations that serve children with disabilities and their families.
  • Demonstrate appropriate and effective office management skills such as planning, organizing, and implementing.
  • Exercise good judgment in making decisions.
  • Maintain complete and accurate records and exercise confidentiality of information in accordance with requirements of the law.
  • Ensure timely, accurate business and financial reports that are prepared in accordance with Generally Accepted Accounting Principles (GAAP).
  • Maintain a positive relationship with professional associates, state and local agencies, the community, and the parents of the students.
  • Participate in school-sponsored activities.

Supervisory Responsibilities

  • Provide professional administrative leadership and direction in the management of the shared Fiscal activities of the Special School District.
  • Apply knowledge and skills of supervision to programs and personnel demonstrating appropriate and effective interpersonal skills.
  • Delegate responsibilities as appropriate and promote the administrative team concept.
  • Plan and conduct staff observations and evaluations for performance accountability programs according to the current approved performance appraisal systems.
  • Provide for staff development.
  • Direct and monitor a comprehensive Energy Conservation Program for this facility.
  • Direct and monitor the purchase and receipt of all supplies, materials, and equipment through the Procurement Department to ensure purchases are made through the most cost advantageous method.
  • Direct the submission of project grant applications for funds and claims for reimbursement of expenditures from local, state, and federal agencies.

Programmatic Responsibilities

  • Directs, ensures timely, accurate business and financial reports that are prepared in accordance with Generally Accepted Accounting Principles (GAAP).
  • Determine priorities with approval from Deputy Superintendent of Financial & Administrative Services and Superintendent of the Special District of all divisions within the parameters of budget constraints inclusive of changes to the organization's structure.
  • Monitor current policies and procedures of the Business Office to ensure correct application; develop and implement new policies, procedures, and internal controls to ensure efficient use of staff and that goals and objectives of the Business Office are achieved.
  • Research and implement cost-saving measures and alternative means of financing to accomplish the Special School District stated mission.
  • Develop funding strategies to allow SSD to provide the most cost-efficient services possible and utilize all funds available.
  • Direct the maintenance of SSD historical business records, reports, and files.
  • Provide systematic fiscal operation and management functions for SSD through direction of financial transactions ensuring all are in compliance with state and federal fiscal accountability standards and procedures.
  • Serve as an advisor and advocate of facility-wide compliance with internal controls to maintain accountability.
  • Direct and monitor reimbursement of expenditures of approved services provided to eligible students via the Federal Medicaid Program.
