Chief Administrative Officer NYC HOUSING AUTHORITY Posted On: 10/26/2024 Full-Time Location MANHATTAN No Exam Required Department Office Of CAO Salary Range: $120,122.00 - $268,000.00 Job Description The New York City Housing Authority (NYCHA) is the nation's oldest and largest public housing authority, with more than 176,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA's mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.Reporting directly to the Chief Executive Officer of the Housing Authority, the Chief Administrative Officer ( CAO Â ) will be responsible for overseeing key central office support functions, pursuant to the organizational changes outlined in NYCHA's Transformation Plan. These critical functions will include Administration (Human Resources; Office of Diversity, Equity, and Inclusion; Employee Engagement; General Services; Real Estate Services; and the Customer Contact Center), Information Technology, Procurement & Supply Management, and other central office departments.As a senior member of NYCHA's Executive Team, the CAO will play an integral role in the implementation of the Transformation Plan and other major change initiatives. A successful candidate will bring a wealth of knowledge across all areas of Administration and be a dynamic leader, one who can drive change in a large organization with numerous stakeholders and dependencies.The CAO's primary responsibilities will include: Direct and guide the activities of NYCHA's key central office support departments, comprised of approximately 700 direct and indirect reports, and manage an operating budget of more than $150 million.Fully develop and implement critical elements of the NYCHA Transformation Plan.Enhance the integration, partnership, and synchronization between the departments under the CAO's purview.Oversee the implementation of critical NYCHA IT transformation projects in close collaboration with the Authority's CIO.Identify efficiencies and redundancies across central office support functions to ensure NYCHA is utilizing its resources as effectively as possible.Develop the Authority's strategic vision around central office support functions in the context of a changing NYCHA portfolio that encompasses conventional Section 9 developments, PACT developments, and Public Housing Preservation Trust developments. Minimum QualificationsQualification Requirements 1. A baccalaureate degree from an accredited college or university, and five (5) years of full-time paid experience in an administrative, executive or consultative capacity in a large public housing agency; or 2. A satisfactory equivalent.Preferred Skills A minimum of 10 years of full-time satisfactory professional experience in administration-related management. A focus on complex organizational structures subject to regulatory oversight, or administration work (IT, human capital, procurement, etc.) preferred.
