Papich Construction is seeking a Heavy Civil Chief Estimator. The ideal candidate will have expertise in project coordination, construction management, project scheduling, and construction estimating.
Job Summary:
Prepares civil estimates by performing take-offs, gathering proposals, plans, specifications, and related documents. Identifies labor, material, and time requirements by studying proposals, plans, specifications, and related documents. Computes costs by analyzing labor, material, subcontractor, vendor, and time requirements. Performs pre-construction duties as needed to assist in management of site jobs including obtaining permits, project buyout, issuing subcontracts, generating schedules, and procuring site materials.
Supervisory Responsibilities:
- Recruits, interviews, hires, and trains new staff in the department.
- Oversees the daily workflow of the department.
- Provides constructive and timely performance evaluations.
Duties include all aspects of Estimating, Project Bid Processing, Project Document Handling, Bid Proposals, Subcontracting, s including:
Estimating
- Perform detailed material Take-Offs of all Civil projects; make available to subcontractors during bid time.
- Generate earthwork cut/fill reports using Agtek, or similar software.
- Obtain quotes from subcontractors for projects to prepare estimates.
- Complete review of prospective project including reading plans and specifications in detail, prepare takeoff and list of materials needed to construct project.
- Prepare a bid book for each project.
- Prepare detailed Estimates using Heavy Bid.
- Prepare Proposal draft including qualifications and exclusions for team review prior to sending.
Project Bid Processing
- Log incoming project bid plans.
- Attend pre-bid meetings, bid openings, etc.
- Perform initial review of project plans with team.
- Send Bid Documents to Subcontractors; Prepare and Send ITBs.
- Discuss and answer questions with Subcontractors.
- Obtain information about location of proposed project.
Project Document Handling
- Scan project plans as needed.
- Save and print plans received in Digital format.
- Maintain Project Bid Folder to include bid instructions, locality information, subcontractor quotes, etc.
- Prepare job specific bid forms as needed.
Preparing Bid Proposals
- Prepare detailed Estimates using Heavy Bid.
- Generate and distribute RFIs as needed.
- Prepare Proposal draft including qualifications and exclusions for PM/team review prior to sending.
- Send all bids/proposals.
Subcontracting
- Assist with project buyout as directed, Prepare and issue Subcontracts.
- Prepare and issue Subcontract Change Orders.
Change Order Coordination
- Assist PM throughout project with estimating and preparing change orders; solicit sub quotes as needed.
- Receive detailed explanation and start process for Change Orders.
- Assist in preparing Change order for client; obtain back up documents as needed.
- Once change order is approved by client, issue change order to subcontractors.
Additional Duties
- Travels to building sites as required.
- Develops and maintains records and documentation of production costs, performance against established standards, and other related metrics.
- Assist with obtaining submittal information/shop drawings as needed and submission to client.
- Obtains Site Permits as needed.
- Procure materials as needed on site projects at the direction.
- Actively participate in pre-construction activities.
- Generate project schedules as needed.
- Tracks and Submits information/product data/samples as requested.

- Strong knowledge of project coordination and scheduling.
- Proficiency in construction estimating techniques.
- Proficient with Microsoft Office Suite or related software.
- Familiarity with software such as HeavyBid and HeavyJob.
Education and Experience:
- Bachelors degree in related field required.
- CalTrans experience of at least ten years is required.
- Ten years of related experience required; supervisory experience preferred.
Physical Requirements:
- Prolonged periods of sitting, standing and working on a computer.
- Must be able to lift up to 15 pounds at times.
