ESSENTIAL FUNCTIONS

* Understands the primary goals of education and works closely with colleagues in promoting the best education the community can afford.
* Organizes, administers, coordinates, supervises, and evaluates the business services necessary to support the educational objectives of the district.
* Services shall include the following: financing and budgeting including payroll, accounting and reporting, data processing, purchasing, food services, transportation, building planning and construction, and school business statistics and research.
* Develops, for the approval of the Superintendent and the Board of Education, financial plans and projections necessary to secure the funds needed to operate the educational programs of the district.
* Develops, in cooperation with the staff, the current operational and projected long-range budgets necessary to meet the educational needs of the district.
* Ensures that proper and adequate records are maintained so that all district funds are properly safeguarded, so that all property is properly accounted for, and so that accurate financial reports will be available to the Superintendent and the Board.
* Accounting and reporting shall include the following: adequate records of receipts and disbursements, proper payroll procedures, presenting bills for approval, and preparation of monthly and periodic financial reports.
* Prepares necessary information and reports for, state, federal governments & ESSR.
* Administers the approved budget.
* Supervises the INPRS Fund.
* Supervises funds receivable.
* Supervises activity fund accounts which include development of procedures to ensure proper receipts for monies received, the issuance of checks upon preparation of authorization, preparation of monthly reports of fund balances and annual reconciliation of each fund account.
* Responsible for securing of and administration of adequate insurance coverage for buildings, property, and personnel, that includes fire, windstorm, comprehensive, liability, workers' compensation, health, dental, term life, etc.
* In cooperation with other administrators, develops and maintains records of all equipment, buildings, grounds, and supplies.
* Supervises the overall data processing operation in relation to the business office.
* Supervises the operation of the Business Office.
* Develops a continuing program of maintenance and operation that will ensure that the district's facilities will enable the district to meet its educational objectives.
* Maintains adequate records of supplies and equipment orders.
* Secures bids and quotations; tabulates and awards orders.
* Interviews vendors and salesmen in coordination with other administrative staff as appropriate.
* Works with the district and building administration to provide adequate equipment and instructional materials.
* Processes invoices for payment.
* Prepares contracts for repair and maintenance in coordination with the appropriate administrators.
* Develops, with the assistance of food service personnel, the policies, procedures and plans necessary to provide economical and satisfactory facilities and food to meet the needs of the district. This includes employment of personnel, preparation of reports, and development of facilities as necessary.
* Develops the policies, procedures, and plans necessary to provide for the safe and efficient transportation of the pupils of the district including supervising bus maintenance, recruiting personnel, and completing and filing necessary reports to state agencies.
* Works with the district, building principals and the Superintendent in the direction of planning of school building alterations and additions to existing buildings. Works with the school support personnel, architects, and others in determining needs and fulfilling those needs.
* Assists in writing annual state and federal non-competitive grants that include proposals for Chapter I, Chapter II, Title II, Drug-Free Schools, Gifted Educations, Staff Development, Learner Objectives, Truancy and Optional Education Program, vocational education, and bilingual education.
* Develops systems and conducts statistical research within the school pertaining to business management.
* Prepares financial and statistical reports for the administration and the Board.
* Represents the school system at local, state, and national meetings as approved by the Superintendent.
* Lead as the District representative in all contract negotiations.
* In addition to these responsibilities and duties, the CFO shall also assume and perform other responsibilities and duties as assigned by the Superintendent.
* Maintains regular attendance and punctuality.
* Assists other personnel as may be required for the purpose of ensuring an efficient and effective working environment.

QUALIFICATIONS

EDUCATION AND EXPERIENCE
Five year's experience, preferably as a School Business Manager, Assistant to the Business Manager, Director of Accounting or comparable private sector experience. Degree in Business and/or Accounting. Doctorate in Business, Accounting or Education preferred. Such alternatives to the above qualifications as the Superintendent and the Board may find appropriate and acceptable.
CERTIFICATION
Certifiable as a Chief School Business Official.
