CHIEF FINANCIAL OFFICER (CFO)

POSITION SUMMARY:

The Chief Financial Officer has overall responsibility for managing the Agency's finances, including but not limited to strategic planning, budgeting, and reporting, and overseeing and directing the Agency's financial services, facility and maintenance department, and information technology department. This position collaborates on and solves Agency challenges, interfaces with auditors, and maintains a constructive relationship with state Agency personnel whose roles affect the Agency's reimbursements. This position reports directly to the CEO and is responsible for providing the CEO with timely financial information that assists them in managing the financial component of program and support service units. The Chief Financial Officer also interfaces with the Board of Directors, specifically with the Finance and Investment Committees.

POSITION STATUS: Exempt

TECHNOLOGIES: Microsoft Office Suite, SAGE Intacct, Electronic Health Records (Care logic a plus)

Accountable and responsible for the following:

  • Directs and participates in all fiscal management and reporting responsibilities.
  • Manages daily financial operations with significant attention to payroll, accounts payable, accounts receivable, and billing/collections.
  • Prepares, modifies, and monitors the operational and capital budgets.
  • Oversight responsibility for cash management; reviews weekly cash flow reports and takes action as needed.
  • Supports finance and investment committees of the Board by providing timely, complete, and accurate information.
  • Provides CEO with timely financial information necessary to manage programs.
  • Participates with the CEO in negotiating contracts with State agencies and/or managed care carriers.
  • Serves as a strategic advisor to senior management on funding, program development, and sustainability.
  • Ensures accurate billing to all third-party payers.
  • Maintains the financial accounting system ensuring ongoing functionality.
  • Monitors all phases of the billing process for accuracy and timeliness.
  • Reviews business services functions for appropriate internal control.
  • Coordinates financial and program services to improve operational and financial systems.
  • Ensures the Agency's Financial Accounting Software meets reporting requirements.
  • Assesses organizational needs with best practices.
  • Manages financial reporting and analyses for strategic decision-making.
  • Oversees budgeting and financial planning processes.
  • Monitors cash flow.
  • Ensures compliance with regulatory and company requirements.
  • Leads and manages the financial team.
  • Analyzes financial records to forecast future outcomes.
  • Ensures compliance with relevant regulations and directives.
  • Motivates cross-department teams towards excellence.
  • Manages relationships with financial entities related to credit and investments.
  • Interprets contracts and legal agreements, advising the CEO on financial implications.
  • Writes and prepares grants for State Government RFP's and other funding sources.
  • Oversees state funding budgets to ensure maximum utilization and compliance.
  • Provides timely spenddown information to program managers regarding grant funding.
  • Manages reporting to State of Connecticut funding entities.
  • Negotiates contracts for goods and services.
  • Supervises the Director of Maintenance and Director of Information Technology.
  • Carries out supervisory responsibilities in accordance with policies and laws.
  • Assesses systems to ensure a safe environment.
  • Ensures evaluation and implementation of policies related to client safety.
  • Maintains required agency training.
  • Maintains appropriate personal boundaries with young people and families served.
  • Adheres to the Agency's Code of Ethics and monitors compliance.
  • Demonstrates commitment to the Agency's Inclusion Policy.
  • Leads by example, interacting with others respectfully.
  • Reports safety hazards to maintain care and security of children.
  • Other duties as assigned by the CEO.

MINIMUM QUALIFICATIONS

Minimum of 10 years in financial reporting and management, with 3 to 5 years in a supervisory role. Effective verbal and written communicator, able to describe subject matter succinctly. Ability to solve practical problems and interpret a variety of instructions.

PREFERRED QUALIFICATIONS

Hands-on experience with behavioral health medical billing. Experience with non-profits in the social service sector. Experience working with DCF, DMHAS, and DSS.

DEGREE/LICENSURE/CERTIFICATIONS

BS in accounting or finance; MBA preferred. CPA is a plus.
