RHLS helped the tenants create a nonprofit housing coop to address the housing conditions and since then, has engaged in systems-level work to create and preserve affordable housing as well as economic and community development.

In 1996, the Pennsylvania Utility Law Project (PULP), a statewide legal aid specialty program focused on utilities and energy justice, joined RHLS as an independently-funded specialized project. RHLS and PULP share administrative functions and collaborate on issues at the intersection of housing and energy.

To date, RHLS has helped develop or create nearly 11,000 of units of affordable housing throughout Pennsylvania and provides direct legal representation to approximately 100 community-based organization each year. Through targeted litigation and policy advocacy, PULP has secured tens of millions of dollars in expanded assistance for low- income Pennsylvanians, helping improve access to safe, affordable utility services to their home.

RHLS and PULP have both acted as a leading force behind many key policy and systems changes made in Pennsylvania on behalf of the disenfranchised.
