C4 seeks to equip 7,000 individuals annually to help them move from trauma to living, to working and thriving within their community.

Purpose:

Reporting to the President/CEO, the Chief Financial Officer is responsible for the overall strategic direction and management of the financial, agency revenue cycle, and administrative operations of the Community Counseling Centers of Chicago. The CFO is directly accountable for the financial affairs of the organization, ensuring that fiscal responsibility and integrity is maintained. Actively participates as a member of the C4 Executive Team.

Essential Job Duties:

  • Oversees the effective management and efficient integration of all aspects of the operations of the agency's finance and revenue cycle management departments.
  • Manages and is directly accountable for the financial affairs of the organization including budgeting, financial analysis, financial reporting, reimbursement, and financial management; participates in the C4's strategic plan and is responsible for the direct and indirect financial systems in support of strategic plan.
  • Oversees the development of annual operating budgets throughout the Agency; evaluates and advises leadership on budgetary performance and aligns clinical and operational courses of action in support of sustainable operations.
  • Communicates effectively with the Chief Executive Officer (CEO) and Executive Leadership Team to include the Chief Clinical Officer (CCO), providing status reports and identifying significant problems that jeopardize the achievement of organizational objectives and those not being adequately addressed by line management.
  • In collaboration with the Risk Management and Compliance Teams, ensures compliance with all applicable federal, state, and local laws to include funding, accreditation, and licensing agency regulations related to financial policies, practices, and reporting requirements; identifies legal requirements affecting the finance function (e.g., GAAP reporting; tax exempt filings).
  • Monitors, controls, and implements the directives and policies set by the CEO, and the Board of Directors, and advises CEO and Board of Directors, as well as senior management on financial issues.
  • Operates at both strategic and tactical levels to develop, oversee and evaluate fiscal operations of C4, making changes as needed and as authorized, to ensure that adequate fiscal controls are established and maintained; formulates, updates, and approves financial policies and objectives for the Agency consistent with Board and CEO direction.
  • Acts as oversight contact with auditors and outside government agencies.
  • Negotiates and signs contracts, as authorized; reviews and approves purchase orders (or delegates the responsibility, as needed).
  • In concert with applicable Executive Team members, oversees the selection and evaluation of external business consultant(s), including brokers, counsel and other outside resources.
  • Directly supervises the Finance, Revenue Cycle Management.
  • Is responsible for overseeing all hiring and performance management of department staff.

Other Job Duties:

  • Participates as a member of the Executive Team for the purpose of Agency advancement, evolution, and planning.
  • Initiates, cultivates and maintains professional relationships within C4 and with the Board to enhance communications, shared vision, support, and program alignment.
  • Fosters a collegial and transparent operating culture among staff that results in decision and action.
  • Represents the Agency to the community through direct involvement with public, civic, and private groups.
  • Stays abreast of current accounting and financial reporting requirements, techniques, and practices.
  • Performs other duties as assigned by the CEO.

Working Environment:

  • General office setting including movement from desk to other work areas in a multi-floor suite and multi-building site map to carry out job duties (considered sedentary work).
  • Work may be stressful due to consumer behaviors or in periods of high volume and/or tight deadlines.
  • Limited mobility due to constant attention to computer screen or other equipment.
Summary of Qualifications:
  • Minimum of 7-10 years experience gained through increasing responsibilities in the financial management field.
  • Masters degree required in business, finance, or related field; CPA highly regarded.
  • Non-profit experience required preferably in social services or health care (revenue cycle management experience highly regarded).
  • Superior leadership experience including direct staff management (i.e., feedback, coaching, and developing staff).
  • Excellent interpersonal, verbal and written communication skills.
  • Proven management skills including designing business controls and measuring productivity and financial performance.
  • Ability to plan, develop and manage multiple projects.
  • Familiarity with Sarbanes-Oxley requirements affecting corporate governance, financial disclosure and accounting practices.
  • Personal vehicle, valid drivers license, good driving record and vehicle insurance required.

Knowledge and Skills:

  • Detailed and extensive knowledge of financial management.
  • Working knowledge of information technology, marketing/business development, (funding) development, and human resources principles and facilities services practice.
  • Excellent written and oral skills to communicate effectively with all levels of organizational and Board leadership, employees, vendors, and consultants.
  • Ability to comprehend complex ideas, develop solutions to problems, and to analyze qualitative and quantitative data.
  • Ability to facilitate discussions and negotiate resolution of controversial issues.
  • Ability to cooperate within a team.
  • Adherence to confidentiality practices and procedures.
  • Demonstrated cultural sensitivity and competency.
  • Ability to present a positive image of Agency to clients and visitors.
